Be it ordained by the Board of Commissioners of the Borough
of Wildwood Crest, in the County of Cape May and State of New Jersey,
that the following fees shall be and are hereby established for various
services provided by the Borough of Wildwood Crest and not otherwise
established by ordinance elsewhere.

A. General provisions.
(1) Purpose. The purpose of this section is to establish policies and
procedures for the collection of fees associated with the performance
of marriage or civil union ceremonies by the Mayor or Deputy Mayor.
B. General regulations.

(1) Collection of fee. Persons seeking to be married or joined in civil
union by the Mayor or Deputy Mayor of the Borough of Wildwood Crest
shall remit to the Borough of Wildwood Crest an administrative fee
of $50, $25 of which shall be considered nonrefundable. In the event
the ceremony is cancelled, the submitting party shall be entitled
to a refund of $25 upon written application, no less than 48 hours
prior to the scheduled event, to the Chief Financial Officer.
C. Compensation or payment of expenses in connection with performance
of marriage or civil union ceremonies.

(1) Establishment of policy. It is hereby determined by the Board of
Commissioners of the Borough of Wildwood Crest that the performance
of marriage or civil union ceremonies by the Mayor or Deputy Mayor
is an important civic function. Additionally, the Mayor or Deputy
Mayor are cognizant of the expense and wish to waive the officiant
fee and, therefore, the Mayor or Deputy Mayor be compensated at the
rate of $0 for each ceremony performed.
(2) Prior approval required. The Mayor or Deputy Mayor of the Borough
of Wildwood Crest shall not be compensated for performing a marriage
or civil union ceremony. The administrative fee of $50 must be received
no less than five days before the marriage or civil union ceremony
takes place. The Board of Commissioners, at its sole discretion, shall
have the authority to relax the time constraints of this provision
in the appropriate case.
The Borough of Wildwood Crest shall hereby permit honoraria
and memorials for friends and family to remember or honor individuals
by sponsoring plaques on its benches.
A. The fee for each new plaque shall be $500 and the dedication extended
with each payment and final approval by the Department of Public Works
shall be for a period of five years. Any pre-existing plaques shall
be continued at their current locations, if possible as determined
by the Commissioner of Public Works or his designee, at no additional
charge for the balance of their five year dedication. Applicants of
all currently held dedications shall retain right of first refusal
for the new program established herein.
B. Rules and regulations.
(1) Any Borough taxpayer wishing to dedicate a bench shall make application
to the Borough of Wildwood Crest annually, for consideration in that
current year. A completed application shall be reviewed by the Superintendent
of Public Works, or his designee. The opportunity to have a bench
dedicated shall be extended to all other persons, also on a first
come, first served basis, in the event availability of space on memorial
benches exceeds interest by Borough taxpayers. Memorial benches at
Rosemary Road Park, however, shall first be offered to Borough taxpayers
who where veterans of foreign wars (or their dependents) and then
to all other veterans of foreign wars (or their dependents).
(2) Completed applications must be submitted to the Borough of Wildwood
Crest and will be ultimately approved on a first come, first served
basis. All benches will be dedicated with a plaque and installed within
60 days after acceptance and approval of the registration.
(3) Bench locations shall be approved by the Commissioner of Public Works,
or his designee.
(4) Benches shall remain the property of the Borough of Wildwood Crest.
Dedications shall be honored for a period of five years from approval
date. At the conclusion of this period, the dedication and memorial
plaque shall become the property of the Borough unless, within 60
days from the date of expiration of the full dedication period, a
renewal application and the requisite fee is paid to the Borough of
Wildwood Crest. All renewals shall conform to the rules and regulations
as set forth herein and as amended.
(5) Benches shall be of a size, style and material as solely determined
by the Borough of Wildwood Crest.
(6) Benches shall be installed by the Department of Public Works at a
location as close as possible to the requested locations, giving due
consideration to public safety. Benches shall remain in place year
around.
(7) During the five year dedication period, each applicant shall be responsible
for replacing any damaged or destroyed plaques at their sole expense.
(8) Plaques shall be of a size and style as approved by the Superintendent
of Public Works or his designee, and may be amended from time to time.
Plaque inscriptions shall be approved at the sole discretion of the
Superintendent of Public Works, or his designee.
C. Memorial bench locations. Memorial benches shall be permitted at
all existing public parks and beachfront street-ends, subject to final
approval of the Commissioner of Public Works, or his or her designee.

A. Emergency medical transport services provided. The Borough of Wildwood
Crest provides full-time professional emergency medical transport
services (EMTS) to citizens and visitors to the Borough of Wildwood
Crest on a 24 hours per day basis throughout the year to the extent
that services are available. EMTS services are provided by employees
of the Borough of Wildwood Crest, Department of Public Safety, Rescue
Squad. Dispatching and other support services for the EMTS are provided
by employees of the Borough of Wildwood Crest, Department of Public
Safety, Division of Police.
B. Non-emergency transport provided. In addition to the full-time professional emergency medical transport services as provided in Subsection
A, the Borough of Wildwood Crest may provide secondary non-emergency transport based on the criteria established by the Department of Public Safety, Rescue Squad.
C. No denial or delay of service. All persons needing EMTS who are located
within the Borough of Wildwood Crest shall be served to the extent
that services are available without discrimination on any basis, and
without respect to residency, ability to pay, or any other factor.
No person located within the Borough of Wildwood Crest at the
time emergency services are needed shall be denied available service,
when such services are available. There shall be no delay in providing
available service due to EMTS cost recovery procedures.
D. Allocation of costs. The costs of providing available service due
to EMTS shall be paid by a combination of (1) insurance payments for
service to persons who have insurance coverage, (2) direct payments
from persons served for amounts not covered by insurance, (3) revenues
from service agreements with persons, agencies, and jurisdictions
that rely on EMTS, and (4) local property taxation for residents and
nonresident taxpayers who certify they do not have insurance coverage
or other resources to pay for service.
E. Maintenance of service records. Personnel of the Division of Public
Safety, Rescue Squad, shall maintain accurate records of all EMTS
requests for service, service calls, and services provided on a form
approved by the Director of Public Safety. Said records shall include
pertinent information about the general nature of the call and shall
identify the complete name, mailing address, location and telephone
numbers of all persons requesting and receiving EMTS services.
F.
(1) Billings to insurance companies and/or persons provided emergency
medical transport services. The Borough of Wildwood Crest shall contract
with a third party billing agent who shall issue a bill in the amount
of $800 in each instance where EMTS services are provided. Said bill
shall be issued to the insurance company providing coverage for the
person served, if any, or directly to the person served if insurance
coverage is not available. [Amended 9-7-2022 by Ord. No. 1386]
In addition to the above, the following fees shall be billed
for the following services:
(a)
Oxygen administration and supplies: $100.
(c)
Disposable cervical collars: $35.
(e)
Automatic External Defibrillation Treatment: $150.
(g)
Epinephrine Auto-Injector: $300.
(h)
Continuous Positive Airway Pressure (CPAP): $300.
(2) Part of Annual Fee Ordinance. Said fees as outlined in Subsection
F(1) shall be incorporated in the Fee Ordinance.
G. Payment for emergency medical transport services. Persons receiving
bills for EMTS services shall: (1) make payment in full to the Chief
Financial Officer of the Borough of Wildwood Crest, or his designee,
within 30 days, or (2) provide proof that they have submitted a claim
to their insurance carrier for payment within 30 days of receipt of
the bill. These provisions shall be subject to the following:
(1) Persons receiving EMTS service who have health insurance to cover
ambulance and emergency medical services are expected to cooperate
with the Chief Financial Officer, or his designee, and other personnel
as designated by the Borough of Wildwood Crest to secure full payment
for services rendered.
(2) In the event the health insurance company of a taxpayer or full-time
resident of the Borough of Wildwood Crest does not pay the bill in
full, the Borough will accept such partial payment to the extent of
the insured's policy limits, including deductible and co-insurance
requirements, as payment in full.
(3) In the event a taxpayer or year around resident of the Borough of
Wildwood Crest does not have health insurance, payment in full shall
be required, except that upon submission of proof in accordance with
the rules and regulations established concerning the inability to
pay the full charge, a minimum payment in the amount not less than
the current and customary Medicare payment for emergency medical transport
services shall be accepted.
(4) Due to time requirements for the preparation and processing of insurance
claims, interest shall not be charged on EMTS billings.
(5) The Chief Financial Officer, or his designee, shall be responsible
for receipt of all payments and the communication to the third party
billing agent for payments received. The third party billing agent
shall be responsible for accounting of payments and providing the
Borough with a current billing and receivable ledger. The third party
billing agent is responsible for the initial billing and two follow-up
billings. Costs associated with the third party billing agent shall
be based solely on a percent of cash collections. After three attempts
to collect said claim, the third party billing agent shall notify
the Borough and relinquish rights to that billing. The Borough of
Wildwood Crest shall turn said delinquent accounts to a collection
agency who will be compensated on a percent of cash collections of
the delinquent accounts. The Borough of Wildwood Crest reserves the
right to determine that a bill is uncollectible and written off.
(6) All employees of the Borough of Wildwood Crest shall be fully covered,
without cost to the employee, after submission to said employee's
health insurance carrier, for Emergency Medical Services (EMS), for
any treatment and/or transport necessary during their regular work
shift.
H. Definitions. For the purpose of Emergency Medical Transport Services
charges, the following definitions shall apply:
(1) TAXPAYER - Any individual listed on the deed of ownership of any property located within the municipal boundaries of the Borough of Wildwood Crest and their dependents as defined in Subsection
(3) below. In the case of corporation or partnership, only those individuals retaining a 25% or greater ownership shall be considered a taxpayer. For the purpose of determining a 25% or greater ownership, adult married husband and wife may combine their ownership.
(2) YEAR AROUND RESIDENT - Any individual residing within the municipal boundaries of the Borough of Wildwood Crest for a period of at least six months during the year prior to EMTS service. Verification of residency shall be based on voter registration, or a State of New Jersey driver's license, or proof of filing a State of New Jersey income tax return from a Borough of Wildwood Crest address. Dependents as defined in Subsection
(3) below shall be considered a taxpayer.
(3) DEPENDENT -
(a)
Any individual who is the spouse or unmarried child (natural, adopted or stepchild) under the age of 19 years of a taxpayer or year around resident as defined in Subsection
H(1) and
(2) above;
(b)
Any unmarried child under the age of 19 years for whom the taxpayer
or year around resident has been appointed legal guardian;
(c)
Any individual who resides in the permanent domicile of the
taxpayer or year around resident and is claimed as a dependent for
Federal income tax purposes;
(d)
Any individual who resides in the permanent domicile of the
taxpayer or year around resident, and who is deemed to be a dependent
under the health insurance policy of the taxpayer or year around resident.
I. Regulations and implementation decisions. The Board of Commissioners
is authorized to adopt, by resolution, rules and regulations to implement
the emergency medical transport services provisions of this ordinance,
including but not limited to the criteria by which eligibility to
pay is determined. On matters not addressed by provisions of this
ordinance or specific regulations and implementation decisions by
resolution of the Board of Commissioners, the Director of Public Safety
(as to the administration of the service) and Director of the Department
of Revenue and Finance (as to the billing and collection aspect) are
authorized to establish and follow administrative rules and regulations
for the effective administration of this ordinance.
