The duties and terms of employment of the several officers and employees, except as otherwise provided by statute, shall be as set forth in an ordinance of the governing body. The hours of employment and other pertinent information pertaining to the several offices and positions shall be set forth in a resolution of the governing body.
A. 
The Treasurer shall present, biweekly to the Commissioner of Revenue and Finance for approval, warrants drawn to the order of the Borough of Wildwood Crest payroll account as follows:
(1) 
In advance for all employees whose salaries are on an annual or weekly basis.
(2) 
In advance for all employees who compensation is on an hourly basis when the compensation has been approved by the appropriate department head or his designated official and has been certified to the Municipal Treasurer.
B. 
At the first reorganization meeting of the elected Board of Commissioners, there shall be approved an account to be designated the "Borough of Wildwood Crest payroll account," and, from time to time, the Treasurer, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of the payroll account, charging the appropriate budgetary accounts therewith.
C. 
The Treasurer shall thereafter draw checks on said payroll account to the employees entitled to payment therefrom.
D. 
In case of an error or adjustment in the payroll, the Treasurer shall and it shall be his duty to see that such error or adjustment is properly corrected and an appropriate record made thereof.
E. 
Such officers as may be designated by the governing body are hereby authorized to sign warrants drawn in favor of the payroll account upon due notice that the appropriate payrolls have been approved by the proper officer(s).

The salaries and compensation to be paid to officers and employees annually shall be established in the current salary ordinance setting forth the salary ranges for each officer or employee title, along with any amendments thereto on file with the Borough Clerk.
The salary ranges are base salary scales and do not include compensation for: longevity, school pay, holiday pay, clothing allowance, reimbursable compensatory time, out-of-title pay, overtime and merit pay property approved by the Board of Commissioners.[1]

The longevity pay program shall be as stated in the current Borough Policy and Procedure Manual Procedure on file with the Borough Clerk.

The college credits program shall be as stated in the current Borough Policy and Procedure Manual Procedure on file with the Borough Clerk.
The Chief Financial Officer of said borough is hereby directed to include and there shall be included in the annual appropriation ordinance the sum necessary to be raised to pay said salaries and compensation, and there shall be raised in each year, in the same manner and at the same time as other taxes are levied, a tax upon all the taxable property in the Borough of Wildwood Crest, in the County of Cape May, and State of New Jersey, sufficient to produce said amounts.
This ordinance shall be known as the "Salary Ordinance," and shall remain in full force and effect unless repealed or amended according to law.
This ordinance shall take effect upon its final passage and publication as required by law.
