There is hereby created the Office of Municipal Administrator to coordinate the administrative affairs of the Borough of Wildwood Crest, and to have such powers and to receive such compensation as hereinafter provided.
The appointment of Municipal Administrator shall be made by the Board of Commissioners at a term determined by the Board and shall be an at-will position. The Municipal Administrator shall serve a term of office at the pleasure of the Governing Body in accordance with N.J.S.A. 40A:9-137.
The Municipal Administrator shall receive annual compensation as determined by the current Salary Ordinance as an employee or as determined by Professional Services Contract.
The Municipal Administrator may be removed by a 2/3 vote of the Board of Commissioners.
The Office of Municipal Administrator may be filled by resolution on either a full- time or part-time basis as may be determined by the Board of Commissioners to be in the best interests of the Borough.
The Municipal Administrator shall, at a minimum, be experienced in local government affairs and administration, as well as have demonstrated managerial skills, ability and experience.

The Municipal Administrator shall be the Chief Administrative Officer of the Borough and shall coordinate the administrative affairs of all Borough departments. Said duties of the Administrator will be inclusive of, but not limited to, the following:
A. 
To supervise and coordinate the administration of all departments and offices as approved by the Commissioner of each of the respective departments;
B. 
To supervise the day-to-day operations of the Borough, and all departments and Borough personnel as approved by the Commissioner of each of the respective departments;
C. 
To promote, demote, transfer, discipline and discharge any and all employees of the Borough, subject to the Commissioner who is assigned as the Director of a particular Borough department who shall be considered as the appointing authority for all purposes in that department including the signing of personnel forms for employees of said department and further subject to the Board of Commissioners where appropriate;
D. 
To require each department to maintain adequate inventory records of all equipment and materials owned and used by the Borough and to arrange for the disposal of all inadequate or obsolete materials when directed by the Board of Commissioners;
E. 
To be responsible for all bidding and vendor contracts coordination, including working with the Borough's QPA;
F. 
To be responsible for the negotiation of all employee contracts, including any union and nonrepresented contracts, with the Chief Financial Officer and Labor Counsel;
G. 
Assist the Chief Financial Officer in coordinating the annual budget process and capital improvement plan;
H. 
Conduct staff meetings as deemed necessary;
I. 
Be the liaison to the Board of Commissioners for all federal, state and local agencies and professionals, except where otherwise provided by statute, rule or regulation;
J. 
Be responsible for implementing, interpreting and enforcing Borough policies with the approval of the Board of Commissioners and to provide oversight to insure compliance with the policies;
K. 
Oversee all Borough insurance programs including Joint Insurance Fund and Municipal Excess Liability Program and shall work with the Chief Financial Officer in maintaining a health insurance program;
L. 
Assist the Chief Financial Officer with all grant coordination;
M. 
Attend all public Borough meetings;
N. 
Coordinate with all Commissioners and department heads for ordinance development and review all ordinances, resolutions and all other items on the agenda for completeness prior to all Board of Commissioner meetings;
O. 
Direct and assist the Borough Clerk's office for compliance with all statutory obligations;
P. 
Be responsible to coordinate all publicly bid capital projects and to update the Board of Commissioners at least on a monthly basis or as-needed as to the status of all capital projects;
Q. 
Such other duties regarding all departments and offices within the Borough of Wildwood Crest as requested by each Commissioner.

The powers of the Municipal Administrator shall not supersede the powers of the Board of Commissioners or their powers as the Director of their individual departments. The Municipal Administrator shall be under the supervision and control of each member of the Board of Commissioners as it shall relate to the departments directly under their control and in those instances where applicable under the supervision and direction of the Board of Commissioners of the Borough.
