Every person having ownership, possession, custody, control
or charge of any building or structure assigned a street address identification
number in Lower Windsor Township shall be required to post and maintain
the number so assigned in accordance with the standards listed below:
A. All primary structures shall clearly display a road address number.
The owner and occupant of each building is responsible to post that
number so that the location can be easily identified from the road.
House numbers shall all be Arabic numerals or alphabet letters, a
minimum of four inches high, with a minimum stroke width of 0.5 inch,
and of contrasting color; reflective numbers are desirable but not
required.

B. The official address number must be displayed on the front of the
building or at the entrance to a building which is most clearly visible
from the street or road during both day and night.
C. Where a building or house is not visible for 100 feet or more from
the street or road on which it fronts or the lot on which the building
is located is landscaped such that numbers cannot be seen from the
street or road the assigned number shall be posted at the end of the
driveway or easement nearest the road which provides access to the
building. The numbers may be placed on a fence, post or mailbox within
10 feet of a driveway or by other approved means of support at least
24 inches off of the ground so as to be easily seen from the road.
D. In the event that a building is one of several located along a joint
driveway or access drive or private street, each address must be posted
at the entrance from the street and additionally at each individual
drive or front yard area.
E. Any building situated on a corner lot shall locate the number only
on the street representing the correct mailing address assigned to
the building, regardless of where the driveway is located.
F. Numbers may be placed on a mailbox or mailbox post only if the mailbox
is located directly in front of the building assigned that street
address number and on the same side of the street and the number is
affixed to both sides of the mailbox or post at a height of at least
24 inches off of the ground. If mailboxes are grouped they shall not
be used for displaying house numbers as defined in these guidelines
as grouped mailboxes block the view of house numbers and/or do not
provide identification of the location of the residences.
The owners and/or occupants of all establishments contained within a multi-tenant commercial, office or industrial building complex which has front and rear entrances shall cause the correct street address numbers to be placed on or adjacent to both the front and rear doors. These numbers shall comply with §
158-1 of this chapter.
The owner, occupant or other person or agent in charge of any
building or structure, mobile home park and/or private road applicable
to this chapter shall cause the existing or subsequently designated
street address number to be placed in accordance with the provisions
of this chapter within 30 days after receipt of written notice from
Lower Windsor Township containing appropriate instructions regarding
such placement.
If any building or structure does not have an established street
address number, such number shall be established by Lower Windsor
Township. All unassigned buildings or structures on the west or south
side of any street within Lower Windsor Township shall be assigned
an even number. All unassigned buildings or structures on the east
or north side of any street within Lower Windsor Township shall be
assigned an odd number.

Any person who violates or permits a violation of this chapter
shall, upon conviction in a summary proceeding brought before a Magisterial
District Judge under the Pennsylvania Rules of Criminal Procedure,
be guilty of a summary offense and shall be punishable by a fine of
not more than $1,000, plus costs of prosecution. In default of payment
thereof, the defendant may be sentenced to imprisonment for a term
not exceeding 90 days. Each day or portion thereof that such violation
continues or is permitted to continue shall constitute a separate
offense, and each section of this chapter that is violated shall also
constitute a separate offense.
This chapter shall become effective 60 days after date of enactment
as provided by law.
