There shall be a Division of Public Works and Park Maintenance, which shall be a division of the Department of Municipal Services. The Division of Public Works and Park Maintenance shall be responsible for the services and functions as mandated in this article, and such other services and functions as prescribed by the Director of the Department of Municipal Services.
The Division of Public Works and Parks Maintenance shall be managed by the Superintendent of Public Works and Parks Maintenance, who shall report to the Director of the Department of Municipal Services.
A. 
The Superintendent shall be responsible for the management and supervision of the Division and shall advise the Mayor or his designee of the various activities related to public works maintenance and development. He shall further organize the Division into such other sections necessary to facilitate the most efficient performance of its various functions according to the needs of the Township.
B. 
The Division of Engineering and the Division of Public Works and Parks Maintenance shall, under the supervision of the Director of the Department of Municipal Services, cooperate in the planning and implementation of public projects where responsibilities of the two Divisions overlap.
Subject to the direction and supervision of the Mayor or his designee, the Superintendent shall be responsible for:
A. 
Street and road maintenance, construction and reconstruction.
B. 
Sanitary sewer operation and maintenance.
C. 
Maintenance and construction of all storm drains, detention basins and Township bridges and culverts as well as stream clearance.
D. 
Maintenance of all Township vehicles and equipment.
E. 
Snowplowing and removal as well as other storm emergencies.
F. 
Tree removal and maintenance on Township property.
G. 
Construction on Township-owned properties and facilities as required.
H. 
Installation, repair and maintenance of traffic control devices.
I. 
Whenever required by the Mayor or his designee, provision of reports dealing with the maintenance of sanitary sewer meter chambers, pump stations and trunk sewer and collector lines and the costs thereof; traffic control devices and road striping requiring certification by the Township Engineer; maintenance of detention basins and other stormwater control systems; maintenance of parks; and the status of major construction projects for which the Department is responsible.
J. 
Maintenance and repair of parks, playgrounds and recreational structures and facilities.
K. 
Preparation of the annual operating and capital improvement budget.
Any fees collected by the Division of Public Works shall be accounted for and paid to the Township Treasurer when received, all within a reasonable time thereafter.
A. 
The Library Advisory Board shall consist of five members appointed by the Mayor with the advice and consent of the Council. All appointments, except to fill vacancies, shall be for a term of three years, and shall terminate on December 31 of the third year. The Mayor or his designee shall serve as an ex officio member of the Board.

Editor's Note: Section 10 of this ordinance provided that the terms of all present members of the boards and bodies herein described which are to expire on June 30 of any year are hereby extended to December 31 of that year, with all subsequent terms to commence on January 1 of the following year.
B. 
The Board shall act as liaison between the Township, the County Library Commission and the administration of the Bridgewater branch of the County Library concerning local library service and shall make recommendations to the Council regarding the operation of the Bridgewater branch of the County Library and the library needs of the residents of the Township.
