A. 
No unregistered motor vehicle shall be parked on any Village street, Village property, public road or thoroughfare, or stored or parked out of doors except as herein provided.
B. 
This section shall not apply to a motor vehicle repair shop licensed pursuant to the New York Vehicle and Traffic Law.
C. 
This section shall not apply to any motor vehicle which has been impounded or seized by any police officer or pursuant to his/her direction.
D. 
Any unregistered motor vehicle parked or stored in violation of this section shall be treated as an abandoned motor vehicle pursuant to § 1224 of the New York Vehicle and Traffic Law.
E. 
This section shall not apply to any motor vehicle which is otherwise lawfully parked in any commercial district of the Village of Dryden according to the applicable zoning restrictions.
F. 
Failure to comply with any of the provisions of this section shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.

A. 
Except as set forth in Subsection B below, the maximum speed limit on any highway in the Village of Dryden (which term shall include private roads open to public motor vehicle traffic) shall be 30 miles per hour.
B. 
The maximum speed limit on any highway within the Village school zone shall be 15 miles per hour between the hours of 7:00 a.m. and 6:00 p.m. on school days. The Village school zone is defined as the areas of Montgomery Street, Union Street, James Street, and Pleasant Street, all of which streets are adjacent to the Dryden Elementary School located on the premises designated as tax parcel number 16-2-1.

C. 
Failure to comply with any of the provisions of this section shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.

No person shall operate any motorcycle, motorbike, go-cart or other motorized vehicle, either licensed or unlicensed, on property formerly of the Lehigh Valley Railroad Company and now owned by the Village of Dryden unless authorized by the Board of Trustees of the Village of Dryden.

(b) 
The wheels of a parked vehicle closest to the curb shall be no further from the curb than 12 inches.

There shall be no parking in front of the Fire Hall.

There shall be no parking in any area designated as a place for handicapped parking unless the vehicle bears a properly and lawfully issued permit or registration therefor and such vehicle is being used for the transportation of a severely disabled or handicapped person.

For the purposes of § 322-4A, the term "parking" shall be deemed to include parking, stopping and/or standing.
B. 
Parking in business section. No vehicle shall be parked for more than two hours between the hours of 8:00 a.m. and 6:00 p.m., except on Sundays and legal holidays, at the following locations:

F. 
Parking on private property. No person shall park or allow a vehicle to stand upon private property without the consent of the owner, lessee, or person in charge.[1]

G. 
Parking restrictions during winter months. There shall be no parking on Village streets between the hours of 2:00 a.m. and 7:00 a.m. from November 1 to April 30.[2]

A. 
Authority to impound vehicles.
(1) 
When any vehicle is parked or abandoned on or within the right-of-way lines of any highway within this Village during a snowstorm, flood, fire, or public emergency and such snowstorm, flood, fire or public emergency affects that portion of the public highway upon which vehicle is parked or abandoned, said vehicle may be removed at the direction of either:
(a) 
Any Village police officer;
(b) 
The Village Superintendent of Public Works; or
(c) 
The Village Mayor.
(2) 
When any vehicle is found unattended within the right-of-way lines of any highway within this Village where such vehicle constitutes an obstruction to traffic, said vehicle may be removed at the direction of:
(a) 
Any Village police officer;
(b) 
The Village Superintendent of Public Works; or
(c) 
The Village Mayor.
(3) 
When any vehicle is parked or abandoned on or within the right-of-way lines of any highway within this Village where stopping or parking is prohibited, any Village police officer is hereby authorized to cause such vehicle to be removed under its own power, or by towing, to a local garage or service station.
B. 
Storage and charges. After removal of any vehicle as provided in this section, the Village police officer, the Village Superintendent of the Public Works, or the Village Mayor, as the case may be, may store or have such vehicle stored in a suitable place at the expense of the owner. Such owner, or person in charge of the vehicle, may redeem the same upon payment of the amount of all expenses actually and necessarily incurred in effecting such removal.
C. 
Notice of removal. A Village police officer shall, without delay, ascertain to the extent possible the owner of the vehicle removed, or person having same in charge, and notify him/her of the removal and disposition of such vehicle and of the amount which will be required to redeem same. If the removal was caused by the Superintendent of Public Works, or the Mayor, the Superintendent of Public Works, or the Mayor, as the case may be, shall notify the Village police.

A. 
No person shall operate or move, or cause or knowingly permit to be operated or moved, on any street within a residential district in the Village of Dryden any vehicle or combination of vehicles if the weight of such vehicle, or combination of vehicles, and load, is greater than five tons.
B. 
The exclusion as provided in Subsection A above shall not be construed to prevent the delivery or pickup of merchandise or other property along the streets from which such vehicles or combinations of vehicles are otherwise excluded, nor the operation on such streets of the following:
(1) 
Vehicles owned or leased by the Village of Dryden;
(2) 
Vehicles engaged in performing contracts with the Village of Dryden;
(3) 
Fire and emergency vehicles;
(4) 
Buses used for the transportation of children to and from school;
(5) 
Vehicles of a corporation which is subject to the jurisdiction of the public service commission or other regulatory body and which is being used in the construction, reconstruction, repair or maintenance of its property or facilities;

(6) 
A vehicle or combination of vehicles which is disabled and unable to proceed under its own power from a residential street and is being towed for the purpose of repairs or removal; and
(7) 
Recreational vehicles travelling to or from a property within the Village over the most direct route to or from a highway where such vehicles are permitted.
C. 
Failure to comply with any of the provisions of this section shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.

A. 
No motor vehicle shall be parked on any Village street, Village property, public road or thoroughfare unless a certificate or certificates of inspection, as required by law, is or are properly displayed upon the vehicle or affixed to the registration certificate for the vehicle.

Failure to comply with any of the provisions of this section shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.

A. 
No motor vehicle shall be parked on any Village street, Village property, public road or thoroughfare unless such vehicle shall have properly issued license plates (with a number and other identification matter corresponding to the certificate of registration displayed on the vehicle) affixed to the front and rear of the vehicle as required by law.
B. 
Failure to comply with any of the provisions of this section shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.

A. 
Parking lot hours.
(1) 
There shall be no parking in the parking lot leased by the Village from the First National Bank of Dryden between the hours of 2:00 a.m. and 7:00 a.m.
(2) 
There shall be no parking in the parking lot owned by the Village and located at 18 South Street between the hours of 7:00 a.m. and 8:00 a.m., except in parking spaces designated for tenant parking or all-night parking.
(3) 
All vehicles not parked in accordance with this article may be towed away. Said vehicles may be redeemed by paying a fine and towing charges/storage fees.
