The Village may provide for weekly garbage collection to all Village residents, or may require residents to contract with a private hauler. In either case, garbage shall not include recyclable materials picked up at the curb (see Article III, Recycling).

It shall be the duty of every owner, tenant, lessee, occupant, or person in charge of any and every property building to provide and cause to be kept and provided, for the exclusive use of such property building, or part thereof, separate receptacles either:
A. 
Made of metal or plastic, with tight-fitting covers, with handles on top and sides, which shall not exceed thirty-gallon capacity; or
B. 
Plastic bags with a minimum of 20 mils thickness, which shall not exceed 30 gallons capacity; or
C. 
A combination of each, each metal or plastic container holding, respectively, without leakage, all garbage, refuse and waste substance that may accumulate during 48 consecutive hours in or through the use of such building or part thereof.

A. 
In the event that the Village provides weekly garbage collection for a property, it shall be the duty of every owner, tenant, lessee, occupant or person in charge of said any and every property building to place garbage at the curb before 6:30 a.m. on the date designated for collection. There will be no callbacks. Such garbage, refuse and wastes shall be in the type of container indicated in § 274-4, and each such separate container shall not exceed 100 pounds net weight or a lesser weight if designated by the hauler. All materials shall flow freely from the garbage metal cans. Pickup of such containers will be made weekly in all districts. The designated day for any area shall be ascertained by inquiry at the office of the Village Clerk. Building materials and yard waste are not considered trash for weekly garbage pickup. Waste building materials or large quantities of brush are not to be removed by the Village. A small amount of brush not over three bundles in number and not over 36 inches in length, if tied with a cord or wire, may be removed.
B. 
In the event that a private hauler provides garbage collection for a property, the owner, tenant, lessee, occupant or person in charge of said property shall comply with requirements and regulations of the hauling company, including bag limits and bag tagging, to ensure timely collection of garbage placed at the curb for collection.
In a Commercial District or an Industrial District, as defined by Chapter 350, Zoning, of the Village of Dryden, no owner, tenant, lessee, occupant, or person in charge of any building or separate leased or separately occupied store, office or other unit of the building shall leave or allow to remain in any street, either upon the roadway or sidewalk thereof, for collection by the Department of Public Works or any party designated by the Village of Dryden for the pickup of garbage, refuse or other waste substances, more than a total of six containers described in § 274-4 above, which contain refuse, rubbish, garbage, trade waste, or wastes of any kind or description for a period in excess of 72 hours. This section shall not apply to waste resulting from the residential occupancy or private dwellings or dwellings in tenements or apartment houses.

Failure to comply with any of the provisions of this article shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.
