The title of this Article is the “Hotel Registration Books Ordinance.”
The purpose of this article is to require hotels, motels and other lodging facilities within the Township to maintain up-to-date and detailed records of all occupants staying on their properties.
When used in this article, the following terms shall have the meanings indicated unless further defined elsewhere in this article:
HOTEL
A structure used for the purpose of furnishing for compensation more or less temporary lodging to the public; with or without meals and having accommodations for 10 or more persons.
LODGING FACILITY
A structure used for temporary lodging for compensation by one or more persons that is not a hotel, motel or motor court.
MOTEL or MOTOR COURT
A structure of two or more detached or semidetached structures containing rooms or apartments having separate entrances provided directly or closely in connection with automobile parking or storage space serving such rooms or apartments, which structure or group of structures is designed, intended or used principally for the providing of sleeping accommodations for automobile travelers and is suitable for occupancy at all seasons of the year.
OCCUPANT
Any person who pays compensation to stay at a hotel, motel, motor court or lodging facility.
PERSON
Any individual, firm, partnership, association, corporation, company or organization of any kind.
TOWNSHIP
The Township of Bristol, Bucks County, Pennsylvania.
VALID IDENTIFICATION
An identification card issued by any state or federal government entity, including but not limited to, a driver license, state identification card, passport or military identification card.
A. 
Every person within the Township who owns, keeps, maintains or controls any hotel, motel or other lodging facility where rooms for lodging are available shall provide for, keep and maintain a registry or registration system for all occupants.
B. 
Every person required to maintain a registry or registration system in subsection A of this section shall require every occupant who rents and/or occupies a room to legibly write or cause to be legibly written in such registry, his or her full name and place of residence and verify the authenticity by valid identification. The valid identification shall be noted on the registry by listing the identification number and expiration date.
C. 
Every entry on the registry shall be properly dated with the month, day, year and time of day the occupant begins his or her stay. Every entry on the registry shall also include the room number occupied.
D. 
The occupant vehicle information, make, model and year, shall also be included in the registry.
It shall be unlawful for any occupant to occupy a room in any hotel, motel or other lodging facility without truthfully providing all the information for the registry as required by § 118-4.
Every person required to keep a registry or registration system under this section shall maintain their registration records for a period of five years. Records shall be maintained in such a manner as to provide ready access to law enforcement.
Any person who violates or causes a violation of any of the provisions of this article shall commit a summary offense and be liable for a penalty of $1,000. Each day of the violation shall be considered a separate offense.
