While it is understood that public places are free to be used by the public, it is also understood that individuals and groups shall not stand or congregate in such areas in order to conduct illegal activity. The Board of Trustees specifically determines that Village Hall and municipal parking lots are facilities that should be restricted in order to assure the safety and comfort of persons utilizing these public facilities.
A. 
No person shall loaf or loiter on any street or other public place for the purpose of:
(1) 
Using illegal drugs;
(2) 
Drinking in public; or
(3) 
Committing or soliciting any other offense punishable under the New York State Penal Law or the Code of the Village of Dryden.
B. 
No person shall loaf or loiter within or on the premises of the Village of Dryden Village Hall. Due notice of this restriction shall be posted by the Police Department.
C. 
No person shall loaf or loiter within any Village of Dryden municipal parking lots. Due notice of this restriction shall be posted by the Police Department.
Failure to comply with any of the provisions of this chapter shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.
