All drainage systems and installations, including
piping, traps and back venting in connection therewith, must be made
in a sanitary manner, and in accordance with good practices and the
provisions of the code.
The roof terminal of all vent pipes shall be
extended at least three feet above any door, window, scuttle, air
shaft or other opening used for ventilation when located at a distance
less than 12 feet from such terminal.
Whenever, in the opinion of the Department of
Health, special conditions arise that render it impracticable to comply
with all the provisions herein specified, modifications may be allowed
provided the premises are left in a sanitary condition. The decisions
of the Department shall be final in regard to such modifications,
and the fact of a variation of the regulations being allowed in any
case shall not in any sense be considered a precedent for any other
case. Application to and permission from the Department of Health
shall first be obtained before any variation can be performed.
