A Commission known as the "Media Historic Archives Commission" is hereby
created and constituted.

The Commission shall consist of five members. Four of the members shall
be residents of the Borough of Media. Only one member of the Commission may
be a resident or nonresident of the Borough of Media. This shall provide that
a clear majority of the Commission shall remain residents of the Borough of
Media. The members shall be appointed by the Council of the Borough of Media,
and their terms of office shall be for five years, except that the initial
membership of the Commission shall be as follows: one member shall be appointed
for four years, one member for three years and one member for two years. Should
a vacancy occur, the person appointed shall fill the unexpired term vacated.
The Commission shall have the following powers and duties:
A. To organize itself and select from among its membership
a Chairman and a Secretary.
B. To meet at such times as it shall determine and as matters
shall be presented to the Commission for action by the Commission, but in
no instance less than semiannually.
C. To act as custodian for any archival materials relating
to the Borough of Media and the vicinity of the Borough of Media, consisting
of, but not limited to, photographs, slides, movie film, newspaper articles,
electronic recording tapes or material, historical notes, memorabilia, artifacts
and archaeological findings. The Commission shall further maintain a proper
catalogue of such archival collection and shall provide for the safekeeping
of such items and provide for the proper and appropriate display and public
use of the archival materials.
D. To do all other acts necessary to reasonably accomplish
the aforesaid.
E. To annually submit a report to the Council of the Borough
of Media, which report shall include an accounting of all funds received,
an account of the activities since the prior report and a catalogue of the
archival materials, and annually submit an appropriation request.
All archival matters and materials received shall be held in trust for
the citizens of the Borough of Media. The Borough of Media, through the Media
Historic Archives Commission, shall act as trustee holding the archival materials
for the benefit of the citizens of the Borough of Media, and no disposition
of the matters and materials shall be made contrary to or in violation of
the trust hereby established for the public benefit.
The Council of the Borough of Media shall annually appropriate funds,
in such amounts as it may determine within the limit established by the Borough
Code, for the proper operation and continuation of the Commission and the
trustee obligations vested in it.
