No person shall accumulate or store or permit to be accumulated or stored on any property within the Borough of Media any refuse in a method or in quantities not authorized by this Part and as hereinafter specified; provided, however, that these regulations shall not apply to any refuse accumulated or stored within a building or accessory structure constructed and maintained in accordance with duly established health, zoning and building laws, codes and regulations, nor to be the storage of clean material designated as a recyclable by the Borough.
A. 
Garbage shall be drained of liquid, wrapped securely in paper, plastic bags or similar material and placed with other household rubbish in an approved container, as provided in § 241-14D(1). Garbage shall not be stored for a period exceeding seven days. An exception to the above accumulation and storage methods for restaurants, institutions and commercial food-handling and processing uses may be granted by the Borough through written agreement setting forth the specific conditions and regulations to be applied.
B. 
Material being composted shall be stored in such a manner as not to create a nuisance or to endanger the public safety. Given this condition, material being composted may be stored for more than seven days.
A. 
The municipal collection service shall be the sole collecting service for residential and small-commercial rubbish and garbage. There shall be no municipal collection for any/all restaurants.

B. 
Tree trimmings, shrubbery, grass clippings and similar materials may be collected by a private hauler or composted.
C. 
Household rubbish and garbage shall not be stored in a manner that creates offensive or obnoxious odors.
D. 
General storage methods:
(1) 
All refuse kept outside shall be placed in refuse containers of substantial construction. These containers shall be of plastic, metal or other suitable material approved by the Secretary; shall be portable; shall have suitable handles by which they may be lifted; shall not leak; and have tight-fitting covers sufficient to keep out water and to prevent disturbances by animals and entrance of insects. These containers shall not be more than thirty-two-gallon capacity, provided that containers shall not be so small as to require an excessive number for each household.
(2) 
It shall be the responsibility of the person occupying the premises to keep refuse containers in a sanitary condition. These containers shall be free of all liquids and residuary solids, and periodically cleaned.
(3) 
The Secretary, with the approval of Council, may require all refuse to be separated into different types of refuse and to be separately placed for collection.
(4) 
All garbage shall have drained from it all free liquids and shall be wrapped in paper, plastic or other similar material before being placed in refuse containers.
(5) 
All refuse shall be drained of liquid before being deposited for collection.
(6) 
Refuse which is not placed in refuse containers shall be secured in some fashion so as to prevent them from blowing away from the collection point.
(7) 
Tree trimmings, hedge trimmings and similar materials shall be cut to lengths not to exceed three feet and securely tied in bundles not more than two feet thick before being offered for regular collection.
(8) 
Refuse shall not have any ragged and/or sharp edges, or any other defect liable to hamper or injure the collector.
(9) 
The removal of wearing apparel, bedding or other refuse from premises where highly infectious or contagious diseases have prevailed shall be performed under the supervision and the direction of the Secretary. Occupants of premises containing that type of refuse shall, after notification to the Borough, arrange for removal by a private hauler at the expense of the occupant.
(10) 
Hazardous wastes, volatile, highly flammable or explosive or radioactive refuse, including automobile batteries, shall not be offered for regular collection. Occupants of premises containing that type of refuse shall arrange for removal by a private hauler at the expense of the occupant.
(11) 
The owner or lease agent in control of all multifamily dwellings shall provide a place in accordance with this Part for collection of refuse and provide for compliance with this Part by all lessees and tenants.
(12) 
If garbage and rubbish are collected separately, each shall be kept in separate containers, covered at all times, and, if so directed by the Secretary, garbage shall be left for collection at the rear of the premises or building and placed unwrapped in its separate container. In all other respects the regulations of this Part shall apply. At such time as the Council publishes notice thereof, garbage and rubbish (collectively called "refuse") shall thereafter be placed for and collected together in the refuse containers. No raw exposed garbage shall be placed in the refuse container unless it is securely bound or wrapped in newspaper or strong paper bags before placement in the containers, except that stores, restaurants and industries may enclose their garbage in combustible cartons. It shall not, however, be unlawful hereafter to place garbage with the rubbish for collection at any time, provided that it is wrapped and bound as herein provided.
It is mandatory that ashes be thoroughly extinguished before placement for collection.
Recyclables, as defined and determined by the Borough, shall be collected in accordance with Borough Ordinance No. 838 of 1991.[1] Collection may include drop off by residents at a central location and/or curbside collection. Collection of recyclables by individuals or organizations as authorized by the Borough shall be permitted.

Industrial and large-commercial waste stored outside of buildings shall be stored in containers of suitable size, shape and material so as to prohibit the waste from being scattered by wind or rain and shall prohibit accessibility of such waste to rodents and other vermin. An exception to the container requirement shall be for an inorganic industrial by-product waste of such quantity that container storage is impractical. In such latter instance, storage shall be by a means which will prohibit the waste material from becoming a practical nuisance to the neighborhood. In all instances, wastes shall not be stored for periods exceeding seven days.
Construction and demolition waste may be stored upon the land where actual construction or demolition is in progress; provided, however, that such waste shall not be stored for a period exceeding 90 days and shall not be stored in a way which will allow it to be scattered by wind or rain.
Bulky waste shall not be stored outside of a building or accessory building on any land in the Borough, except for a period not exceeding 14 days pending collection and disposal. However, brush, tree trimmings, yard clippings, leaves, grass or other waste from live plantings may be stored for longer periods of time if necessary until the next scheduled collection day for such items or for composting as future mulch material. Commercial and industrial properties shall not place heavy trash for collection by the municipal collection service.
The occupant, owner or lease agent in control of any property where garbage, rubbish or refuse has been contained, put or placed upon said property contrary to any of the terms and provisions of this article shall, within six hours after notice thereof by the Media Borough Police, remove the same or contain, put or place the same in conformance with this article.
