A. 
Unless otherwise expressly stated or the context clearly indicates another meaning, the following words and phrases shall be construed throughout the chapter to have the meanings indicated below.
B. 
For the purpose of this chapter, words and terms used herein shall be interpreted as follows:
(1) 
Words used in the present tense include all other tenses.
(2) 
The singular includes the plural, and the plural includes the singular.
(3) 
The word "person" includes an individual, estate, trust, firm, corporation, partnership, company, association, or government entities, including a trustee, a receiver, an assignee, or a similar representative.
(4) 
The word "lot" includes the word "plot" or "parcel."
(5) 
The word "may" is permissive; the words "shall" and "will" are mandatory.
(6) 
The word "used" or "occupied" as applied to any land or building shall be construed to include the words "intended, arranged, or designed to be occupied."
(7) 
The words "as amended from time to time" and the like, as applied to any statute, ordinance, code regulation, plan or map, include replacements, supplements or restatements thereof.
(8) 
References to a particular article, section or subsection which inherently refers to other articles, sections or subsections includes all articles, sections or subsections referred to.
(9) 
The word "Council" and the words "Borough Council," where not otherwise specified, shall mean the Media Borough Council.
(10) 
The words "governing body" refer to the Media Borough Council.
(11) 
The word "Commission" and the words "Planning Commission" or "Borough Planning Commission," where not otherwise specified, shall mean the Media Borough Planning Commission.
(12) 
The words "Zoning Ordinance" shall refer to the Media Borough Zoning Ordinance, as amended.[1]

(13) 
The words "Comprehensive Plan" refer to the Media Borough Comprehensive Plan.
C. 
The terms "such as," "including" and the like are intended to introduce matters which are illustrative of the meaning of the sentence, clause or phrase in which such terms appear without limiting or derogating from the general application of the sentence, clause or phrase in which such terms appear.
D. 
In addition to the definitions in this article, additional definitions in this or other ordinances, applicable regulations, or appendixes thereto may apply or be called into application by reference. In case of conflict, the more stringent or restrictive definition shall apply.
E. 
Any word or term not defined herein shall be used with a meaning of standard usage.
For the purpose of this chapter, the following words, terms, and phrases have the meanings indicated herein:
ALLEE
A continuous arrangement of street trees, which collectively provide a shade canopy over the street.
BOROUGH
The Borough of Media, Media Borough Council.
BUILD-TO LINE
The line which defines the placement of the building from the street on which the building fronts. The build-to line of the building forms the street wall line. On a corner lot, the build-to line is located on each side of a lot abutting a street. A build-to line may have a recess or projection up to four feet in order to promote variations of building placement on a block.
COMMON OR SHARED DRIVEWAY
A driveway for the use of two parcels or lots under separate or common ownership and which is located on one or both properties.
CRENELATION
The articulation of the walls of a building so that a flat, windowless box is not built. See Exhibit B.[1]
CURB CUT
The opening or depression of a curb to allow for vehicular or ADA access onto a lot or sidewalk.
DECK PARKING STRUCTURE
A building that houses vehicles, typically two or more stories in height.
DRIVEWAY
A privately owned vehicular access from a public or private street or road to a parking area contained on a lot or property, the use of which is limited to persons residing on or otherwise using or visiting the parcel upon which such driveway is located. Driveways shall not be the sole part of said lot or parcel of land that contacts the public or private street or road. That portion of a lot or parcel of land which abuts a public or private street or road and is used as a driveway shall not be considered as part of the required area and bulk requirements and/or setbacks for any zoning district.
FLAG LOT
Any lot not meeting the minimum lot width requirement at the street line and which includes an elongated extension to connect the bulk of said lot to a street.
GATEWAY
The area through which travelers pass upon entering the Borough.
INFILL DEVELOPMENT
New development, adaptive re-use of buildings, redevelopment, and the like.
LAND DEVELOPMENT
A. 
Any of the following activities:
(1) 
The improvement of one lot or two or more contiguous lots, tracts or parcels of land for any purpose involving:
(a) 
A group of two or more residential or nonresidential buildings, whether proposed initially or cumulatively, or a single nonresidential building on a lot or lots, regardless of the number of occupants or tenure; or
(b) 
The division or allocation of land or space, whether initially or cumulatively, between or among two or more existing or prospective occupants by means of, or for the purpose of, streets, common areas, leaseholds, condominiums, building groups or other features.
(2) 
A subdivision of land. The improvement of one lot or two or more contiguous lots, tracts or parcels of land for any purpose involving a group of two or more buildings or the division or allocation of land between or among two or more existing or prospective occupants and properties by means of, or for the purpose of, streets, common areas, leaseholds, condominiums, building groups or other features, including a subdivision of land.
LAND DISTURBANCE
Paving, filling, stripping, grading, regrading, cutting, excavating, removal of vegetation or natural ground covers, tree removal, digging or earthmoving undertaken by any person on public or private property.
LAND OWNER
The legal or beneficial owner or owners of land, including the holder of an option or contract to purchase (whether or not such option or contract is subject to any condition), a lessee, if he is authorized under the lease to exercise the rights of the landowner, or other person having a proprietary interest in land.
LINER SHOP
A ground floor retail building along the frontage of a deck parking structure.
LOT CONSOLIDATION
The combining of two or more parcels of land, where a greater number of parcels than originally existed is not thereby created.
PERSON
A natural person, association, firm, partnership or corporation.
PRIMARY FACADE
The facade of a building where the front entrance door is located. On a corner lot, there shall be two primary facades.
PRIMARY FRONTAGE
The frontage of a building that faces the street.
PRIVATE STREET OR ROAD
A street or road that is not owned by the Borough, a municipality, the Pennsylvania Department of Transportation (PADOT), or the Federal Highway Administration (FHWA) but is owned by private land owner.
PUBLIC STREET OR ROAD
A street or road that is owned by the Borough, the Pennsylvania Department of Transportation (PADOT), or the Federal Highway Administration (FHWA).
REDEVELOPMENT
The re-use, alteration, enlargement or extension of a building by 33 1/3% or more of the gross floor area of the building.
STATE ROAD
A street or road that is owned by the Pennsylvania Department of Transportation (PADOT).
STREET and/or AVENUE
Includes a street, avenue, boulevard, road, highway, freeway, parkway, lane, alley, viaduct and any other ways used or intended to be used by vehicular traffic or pedestrians, whether public or private.
STREETSCAPE
The space formed by buildings adjoining the street, which is embellished with sidewalks, street trees, streetlights, curbs, on-street parking, and cartways. The streetscape is framed by buildings, which create the "outdoor room" character of the street.
STREET WALL
The wall of a building adjoining a sidewalk at the edge of the street right-of-way; or approved architectural or landscaping elements such as walls, pillars and colonnades, fences, and hedges, in lieu of a building wall when an existing building is already set back from the street wall line.
SUBDIVISION
The division or re-division of a lot, tract or parcel of land by any means into two or more lots, tracts, parcels or other divisions of land, including changes in existing lot lines for the purpose, whether immediate or future, of lease, partition by the court for distribution to heirs or devisees, transfer of ownership, or building or lot development.
TRADITIONAL BUILDING
A building constructed prior to 1950 in Media Borough, typically two or three stories in height, adjoining or located close to the sidewalk.
