A. 
Definitions. Within the context of this section, the following words shall have the meanings indicated:
COMMERCIAL VEHICLE
Any motor vehicle containing more than two axles or any motor vehicle containing more than four wheels when either of which is used or designed to be used for business or commercial purposes; or truck, tractor, trailer or tractor-trailer combination or any other vehicle usable for commercial purposes having a registered gross or combined weight classification of Class 3 or higher (7,001 pounds or higher) as set forth in the Pennsylvania Motor Vehicle Code of 1976, as amended, 75 Pa.C.S.A. § 1916.

NEGLECTED VEHICLE
Any motor vehicle as defined by the Commonwealth of Pennsylvania Vehicle Code and its amendments, with any of the following, but not limited to: a flat tire, broken windows, without one or more wheels, the vehicle raised up off its wheels by mechanical or other means, a vehicle which cannot be readily driven and/or moved or cannot pass a state inspection, that is parked on the public or private street or upon private property for a period of 24 hours or more or on a property and/or parcel of land and/or a lot for continuous period of 10 or more days.

OWNER
The title owner of the motor vehicle, unless it has been delivered to another as lessee or bailee, or for custody of it; in which event, said lessee, bailee or custodian shall be deemed the owner.[1]

B. 
No commercial vehicle shall be left or left parked upon any public street in the areas zoned residential of the Borough of Media at any time except for local deliveries or services to or for residents.

C. 
No motor vehicle shall be left or left parked upon the public streets of residential areas in the Borough of Media during the period from 10:00 p.m. to 7:00 a.m. except upon the public street abutting the premises owned or leased by the owner, except in cases of emergency, or in cases of guests or visitors of residents in the area.
D. 
No commercial vehicle shall be parked on any public street in the Borough of Media between 12:00 midnight and 6:00 a.m. Excluded from the effect of this subsection shall be:
(1) 
Vehicles used for the delivery of goods where the necessity to park for delivery will not exceed 24 hours.
(2) 
Vehicles used in street occupancy or construction subject to a valid permit of the Borough of Media.
(3) 
Vehicles parked as a result of an emergency, which emergency may not exceed 24 hours.
E. 
No neglected vehicle shall be left upon the public and/or private streets in the Borough of Media.

Council, by motion, may restrict parking on streets in the Borough of Media for the purpose of cleaning said streets according to a schedule for cleaning streets in the Borough of Media or as posted from time to time.
Parking is hereby restricted in addition to the aforesaid at all intersections where restricted sight distances create a safety hazard. The restricted parking areas from each intersection shall be designated by the Council of the Borough of Media and marked by a sign posting the restriction or by a marking on the street designating the no-parking area.
