No individual, association or corporation shall
conduct a drive for the collection of cash funds by personal solicitation
or by placing containers into which money may be deposited without
first obtaining a certificate of authorization from the Coordinator
of Fund-raising Drives as hereinafter provided for.
Said certificate of authorization shall be issued
by said Coordinator after a request for the said certificate shall
have been made in writing. Said request shall be on such form as may
be prepared by the Coordinator and shall contain questions to be answered
by the applicant in order to establish the bona fides of the applicant
and the reason for and use that the collected money will be put; also
the duration of the fund collection drive and the time of beginning
and end of said drive.
The Coordinator shall issue certificates of
authorization so that fund-raising drives shall not conflict one with
another, so far as is possible.
When application is made for the collection
of funds by means of containers to be placed in places of business
and elsewhere, the application shall state the location where said
containers are to be placed, and no containers shall be placed in
any other place except those mentioned in said application.
There is hereby created the position of Coordinator
of Fund-raising Drives, all the powers of which are hereby assigned
to the Department of Public Affairs. The position shall be unsalaried
and the Coordinator shall serve at the pleasure of the appointing
authority.
This article shall have no application to any
fund-raising campaign conducted by any duly established religious
organization in the Town of West New York.

Any person, firm, association or corporation violating any of the provisions of this chapter shall, upon conviction thereof, be subject to the penalties provided for in Chapter
1, General Provisions, Article
I.
