The Municipal Health Officer, the Director, the Engineer
and other duly authorized employees of the Authority bearing proper
credentials and identification shall be permitted to enter upon all
properties for the purpose of inspection, observation, measurements,
sampling and testing, in accordance with the provisions of this chapter.
The Authority herein shall further authorize the random sampling and
analyzing of effluents from industrial users and to conduct surveillance
activities in order to identify, independent of information supplied
by industrial users, occasional and continuing noncompliance with
this chapter and/or such industrial pretreatment program as may be
approved by the Authority.
B.
The right to inspect, observe, measure, sample and
test shall further include the right to make copies of all records
maintained by the property owner and/or industrial user.
