GENERAL REFERENCES
Advisory Board of Recreation — See Ch. 85.
Parks and playgrounds — See Ch. 351.
As used in this chapter, the following terms shall have the meanings indicated:
BOARD
The Advisory Board of Recreation.
DEPARTMENT
The Department of Recreation.
DIRECTOR
The Director of Recreation.
The Director of Recreation, in addition to his other duties and powers, shall have the following duties and powers:
A. 
The Director shall be in charge of all recreational program activities in the City. He shall be responsible for the efficient upkeep and maintenance of all recreational playgrounds, resorts, fields and all recreational equipment.
B. 
The Director may assign any employee of the Department to any work or position therein. He shall report to the City Manager, at such times as he may require, any information concerning the Department and its work as the City Manager deems pertinent. The Director shall annually, on a date fixed by the City Manager, render to him a full report of the activities and operations of the Department for the preceding year. The Director, subject to the authority of the City Manager, may prescribe such rules and regulations as he deems necessary or expedient for the proper conduct of the Department, and for the operation and use of recreational playgrounds, resorts and fields, and all recreational equipment.
C. 
The Director shall be responsible to the City Manager and the Council for the proper custody and preservation of the books, papers, records and property under his control. He shall be answerable to the City Manager for the faithful performance of his duties.
D. 
The Director shall administer the work of the Department in accordance with the policies established or approved by the Council or the City Manager and shall create and supervise an efficient administrative organization for the Department.
E. 
The Director may conduct studies of local conditions and needs affecting recreation for the purpose of developing immediate and long-range plans to meet these needs. He shall also keep informed as to developments in the field of recreation.
F. 
He may promote the recreational program through the use of volunteers and staff workers and may establish and promote cooperative planning and working relationships with other local community agencies.
G. 
He may incur the expenditure of departmental funds in accordance with budget appropriations and ordinances.
H. 
He may prepare budget estimates, in conjunction with the Board. He shall supervise the keeping of complete financial records for the Department.
I. 
The Director shall attend all regular meetings of the Board. He shall submit a monthly report to the Board advising it as to the conduct and progress of recreational activities and facilities in the City.

The Municipal Council of the City of Clifton hereby declares its intent that recreational facilities and programs offered by the City be as self-supporting as is reasonably practicable.
A. 
The Department of Recreation is hereby authorized to charge and collect fees for the following:
(1) 
Admission to and/or use of facilities under the control of the Department.
(2) 
Registration in programs and activities sponsored by the Department.
(3) 
Food, beverages, merchandise, transportation and other services with the facilities and/or programs operated by the Department.
B. 
The Department of Recreation, in conjunction with the Clifton Advisory Board of Recreation, shall establish a list of fees and charges for specified programs and activities on an annual basis and at other times as may become necessary. The aforesaid list shall be presented to the Municipal Council for approval each year.
(1) 
Admission fees and charges and fees for use of facilities shall be determined on a basis reasonably related to maintenance and security cost which will be incurred by the use of the facility.
(2) 
Registration fees and charges for programs and activities shall be determined on a basis reasonably related to costs of operation of the program.
(3) 
Fees and charges for food, beverages, merchandise, transportation and other goods and services shall be determined on a basis which includes the actual cost of the merchandise in addition to reasonable costs for providing said services.
C. 
The procedure for determining said fees and charges shall be as follows:
(1) 
The Recreation Supervisor shall present a proposed fee and charge schedule and a basis for establishing said fees and charges to the Clifton Advisory Board of Recreation annually.

(2) 
The Clifton Advisory Board of Recreation shall review said fees and charges and make any adjustments as it sees fit.
(3) 
Upon approval by the Clifton Advisory Board of Recreation of said schedule of fees and charges, the Recreation Supervisor shall present the fees and charges schedule to the Municipal Council for final approval by February 1 of each year.

The Clifton Advisory Board of Recreation may designate facilities, programs and services as being free to the public. The Board may, after consultation with the Director of Welfare, admit a person to a facility free of charge where the Board has determined that the individual would otherwise be prohibited from admission or participation due to the cost of such activity.
The Clifton Advisory Board of Recreation may cancel a program, within its judgment, due to insufficient participant registration or other factors which may adversely affect the health, safety and welfare of program participants.
