A. Those municipal employees hired by the City of Clifton and designated
as school traffic guards be and the same are hereby created for the
proper conduct and protection of the students of the City of Clifton,
and the amount(s) enumerated hereinafter be and they are fixed, granted
and ordered paid as regular hourly salaries and wages to the school
traffic guards now or hereafter in the office of employment enumerated,
and continuing thereafter unless and until otherwise amended, revised
or supplemented by and in accordance with law as follows:

B. Crossing guards shall have steps in accordance with the applicable
collective bargaining agreement.

A. Hourly
salaries shall be paid in equal semimonthly installments.
B. Direct deposit.

(1) All permanent employees and elected public officials who receive
compensation from the City of Clifton are mandated to have direct
deposit of their compensation as of July 1, 2017, in accordance with
Chapter 28, P.L. 2013, as defined under N.J.S.A. 52:14-15f(b) (including
paperless online pay stubs and W-2s).
(2) Seasonal and temporary employees who are employed by the City of
Clifton are exempt from the direct deposit mandate.
(3) Municipal employees may request, in writing, an exemption from the
direct deposit mandate to the City of Clifton's Personnel Director.
Such requests will be presented to the City Council within 30 days.
The City Council may grant such an exemption by resolution and only
for good cause.

A. In addition to the compensation herein provided for as regular salaries
and wages, the City of Clifton hereby grants and provides that the
crossing guards shall earn sick leave at the following rate: eight
days per year. All sick leave days, effective January 1, 1989, shall
be cumulative for all employees.
B. Accumulated sick leave shall be governed by the terms and conditions
set forth in the collective bargaining agreement and shall be subject
to the caps and restrictions set forth by N.J. State statutes, including,
but not limited to, N.J.S.A. l lA:6-19.1 and 11A:6-19.2, et seq.

A. All employees shall be entitled to vacation leave
for the years 2004, 2005, 2006 and 2007 as follows:
(1) Employees hired prior to November 1, 1982, shall receive
prorated vacation leave pursuant to Merit System Board law and the
applicable rules and regulations promulgated thereunder.
(2) Employees hired on or after November 1, 1982 shall
receive 10 days vacation leave.

B. All employees receiving vacation leave shall be permitted
to take vacation leave only during the following periods of time:

(4) July 1 through August 31; and/or
(5) N.J.E.A. convention recess.
C. A list of employees who will be at the parochial school(s)
during Presidents' week recess will be provided to the City of Clifton
each year by January 15.

A. All employees shall receive up to a maximum of four
snow days as set forth under the terms and conditions of the applicable
collective bargaining agreement.
B. All employees shall receive the following holidays:
New Year's Day, Martin Luther King Day, Presidents' Day, Good Friday,
Memorial Day, Thanksgiving Day and the day after Thanksgiving, Christmas
Day and Juneteenth if school is closed for the holiday.

All employees covered by this article shall
receive bereavement leave to a maximum of three days for those family
members as defined in the collective bargaining agreement between
the City of Clifton and the Clifton School Traffic Guards Union Local
1032, CWA.

The terms and conditions of the agreement between
the City of Clifton and the Clifton School Traffic Guards Union Local
1032, CWA, are incorporated herein, and if any difference exists between
this article and said agreement, the terms and conditions of the agreement
shall control.
