No person over the legal age to purchase alcoholic beverages shall knowingly drink, imbibe, consume, serve, and/or dispense any alcoholic beverages on any public ground, public square, public park or other public place within the City of Clifton, including all public streets, sidewalks, boulevards, avenues, alleys or other public ways, municipal parking lots, public playgrounds, public schools, public recreation areas and fields, municipal buildings and grounds surrounding municipal buildings.

The foregoing provisions shall not apply to those persons or groups of persons who are issued a special permit by the Municipal Council of the City of Clifton and the State Division of Alcoholic Beverage Control for the consumption of alcoholic beverages in public areas for specific functions in specific areas and during the specific hours of validity of said permit.
