Pursuant to Section 11 of the Uniform Fire Safety Act[1] (P.L. 1983, C. 383), the New Jersey Uniform Fire Code shall be locally enforced in the City of Clifton and the provisions of this chapter shall be administrated and enforced by the Bureau of Fire Prevention.

The local enforcing agency shall be the Bureau of Fire Prevention in the City of Clifton's Fire Department, located at the City Hall, 900 Clifton Avenue, Clifton, New Jersey 07011.
The local enforcement agency shall enforce the Uniform Fire Safety Act and the codes and regulations adopted under it in all buildings, structures and premises within the established boundaries of Clifton, other than owner-occupied one- and two-family dwellings, and shall faithfully comply with the requirements of the Uniform Fire Safety Act[1] and the Uniform Fire Code.

The local enforcing agency established by § 233-7 of this chapter shall carry out the periodic inspections of life-hazard uses required by the Uniform Code on behalf of the Commissioner of Community Affairs.

A. 
Registration and application.
(1) 
In addition to registrations required by the Uniform Fire Code, any commercial business, other than a one- or two-family owner-occupied dwelling, shall register with the Fire Prevention Bureau as a non-life-hazard use, shall pay an annual registration fee set forth in Subsection B below, and shall be subject to a cyclical firesafety inspection not less than once every five years.
(2) 
Applications for registration of non-life-hazard uses will be provided by the Fire Prevention Bureau and shall be filed and the fee paid within 30 days of the date of receipt of the application.
B. 
Fees. Fees shall be determined by the total square footage of each registrant's/applicant's business, and any subsequent appurtenances or additions, as follows:

C. 
Fines and penalties. Failure to file the application and/or pay the fee within 30 days as set forth above shall subject the registrant/applicant to a fine of an amount equal to double the applicable registration fee but not less than $200 or more than $1,000 for each registration, in addition to any unpaid fee.
A. 
The local enforcing agency established by § 233-7 of this chapter shall be a part of the City of Clifton's Fire Department and shall be under the direct supervision and control of the fire official who shall report directly to the Fire Chief and shall be appointed by the City Manager pursuant to the provisions of N.J.S.A. 40:79-1 et seq.
B. 
Such inspectors and other employees as may be necessary for the local enforcing agency to properly carry out its responsibilities shall be appointed by the City Manager, pursuant to the provisions of N.J.S.A. 40:79-1 et seq.

Pursuant to Sections 15 and 17 of the Uniform Fire Safety Act,[1] any person aggrieved by any order of the local enforcement agency shall have the right to appeal to the Passaic County Construction Board of Appeals.
