It is hereby established an Advisory Committee on Cable Television. The President of the Board of the Township Commissioners, or in his absence, the Vice President of the Board, shall appoint five members of the Board to this Committee pursuant to the procedures established in Chapter 9, Article III, of the Code of the Township of Ridley and he shall also appoint one additional member who is recommended by the Ridley School District.
The Committee shall have the following functions:
A. 
Advise the Township on applications for franchises and on franchise renewal.
B. 
Advise the Township on matters which might be grounds for revocation of the franchise or imposition of a penalty on the company in accordance with Chapter 99, Cable Television.
C. 
Resolve disagreements among franchises or between the company and subscribers or public or private users of the system. Decisions of the Committee in such cases are appealable to the Township.
D. 
Advise the Township in respect to rates, to policy relating to the services provided to subscribers and to the operation and use of public channels and to the availability of channel time for lease for pay-cable programs, business users or informational programming.
E. 
Cooperate with other systems and supervise interconnection of systems.
F. 
Audit all company records as required by Chapter 99, Cable Television, and, at the Committee's discretion, require preparation and filing of information additional to that required herein.
G. 
Make an annual report to the Township, including an account of franchise fees received and distributed, the total number of hours of utilization of public channels and hourly subtotals for various programming categories, and a review of any plans submitted during the year by the company for development of new services.
H. 
Conduct an evaluation of the system at least every three years, in consultation with the company and utilizing technical consultants if necessary, which shall be paid for from fees received by the Township from the company, and pursuant thereto make recommendation to the Township for amendments to Chapter 99, Cable Television.
I. 
Set up a procedure to handle major and minor disputes that may arise.
