This chapter shall apply to all new and existing
nonresidential sites that have a parking area for 20 or more vehicles,
including but not limited to shopping centers, office buildings, manufacturing
buildings, warehouses, storage buildings, convalescent homes, schools
and public buildings. In addition, the Traffic Authority may designate
handicapped spaces on Town roads which shall be of such size and location
as it may specify.
After establishment of specially marked parking
spaces for handicapped persons, no person shall park a motor vehicle
in such space unless a handicapped person is either a passenger or
occupant of the vehicle and the vehicle contains a designation issued
by the Commissioner of Motor Vehicles, pursuant to the General Statutes
which shall be visible as per the statute, C.G.S. § 14-253a.

Whenever any vehicle shall be found parked in violation of this chapter, a Cromwell police officer may issue a municipal citation for such violations, which citation shall provide a fine of $95 payable to the Town Clerk within seven days of the citation date. If any fine is not paid within seven days, a penalty in the amount equal to the fine shall immediately become due and payable in addition to the original fine. The provisions of §
221-7 of this Code and those relevant portions of the Connecticut General Statutes shall apply to this section.
The registered owner of any vehicle parked in
violation of this chapter shall be presumed to be the operator at
the time of the violation.
