There shall be a Department of Human Services, the head of which shall be the Director. The Director may also serve as a manager of one of the divisions within the Department. He shall be responsible for the operations of the Department.
The Department shall consist of a Division of Health, a Division of Welfare and a Division of Recreation.
The Department shall survey the quality of human life in the Township with particular reference to conditions affecting health, recreation and welfare and the relationship of Township services and functions to the needs of the community. Within the limits of its legal authority and funds available to it pursuant to law, the Department shall organize and administer programs and activities designed to maintain and improve the quality of human life for those who live, work and visit within the Township.
Within the Department there shall be a Division of Health, the head of which shall be the Health Officer. Under the supervision of the Health Officer, the Division shall:
A. 
Have all the functions, powers and duties of a local board of health under Title 26 of the Revised Statutes, except that as required by the Charter the Council shall have and exercise all local legislative powers under that title.
B. 
Plan and administer a comprehensive public health program, including without limitation thereto environmental sanitation, communicable disease control, child and adult health and health education, laboratory services, prevention and control of dangerous drug and narcotics abuse and other services as may be authorized by the Charter or ordinance.
C. 
Administer and enforce the local health ordinances.
D. 
Have responsibility for the functions of the Environmental Officer.
E. 
Have responsibility for the functions of the Director of Housing and the Housing Advisory Board as established in § 126-341.2A(2) of Chapter 126, Land Use.
A. 
There shall be established a Health Advisory Board. The Board shall consist of seven members to be appointed by the Mayor with the advice and consent of the Council. Each member shall serve for a term of five years, except that of those first appointed, one shall be appointed for a term of one year, one for two years, one for three years, two for four years and two for five years.[1] The Health Advisory Board shall have the power and duty to hear and adjudicate relief provisions of the Township health ordinances, and any reference in any such ordinance to the Board of Health as the hearing and adjudicatory agency shall be deemed to refer to the Health Advisory Board.

B. 
The Health Advisory Board shall provide advice and assistance to the Health Officer in connection with health programs and policies.

A. 
There is hereby created the position of Municipal Housing Liaison, formerly known as the Housing Officer, for the purpose of administering the Township Affordable Housing Program pursuant to Council on Affordable Housing (COAH) rules and the Township Municipal Code in general and § 126-321.4 (Low- and moderate-income housing) of Chapter 126 (Land Use) and Article II (Development Fees) of Chapter 62 (Building Construction) in particular.
B. 
This Officer shall serve within the Division of Welfare (§ 4-66), which is one of the three divisions contained within the Department of Human Services as reflected in Article XI of Chapter 4 (Administrative Organization) of the Township Municipal Code.
There shall be a Division of Welfare. The Division shall be governed by a Local Assistance Board pursuant to N.J.S.A. 44:8-115 et seq. The Board shall consist of five members, at least one of which shall be a woman. Appointments shall be by the Mayor, with the advice and consent of the Council. The term of one member of the Board shall be for one year, and such member only may be appointed from among the members of the Township Council. The terms of the remaining four members shall be for four years each, one term expiring in each year. The term of each member shall begin on the first day of January, and each member shall continue in office until his successor shall be appointed and shall qualify. Vacancies shall be filled for the unexpired terms only. The Board shall appoint the Director of Welfare who shall hold office for a term of five years from the date of his appointment, and shall be paid such salary as may be fixed by the Board subject to the approval of the Township Council.

The Division of Welfare shall:
A. 
Administer laws and ordinances relating to relief of the needy, as provided by law.
B. 
Cooperate with Township institutions in the certification of indigent patients for medical care and treatment.
There shall be a Division of Recreation within the Department, the head of which shall be the Division head. Under the supervision of the Director of the Department, the Division shall:
A. 
Administer the Township's athletic and recreational programs and activities for children and adults.
B. 
Administer and operate the municipality's community centers, social centers and recreational functions, and activities relating thereto.
C. 
Sponsor and administer cultural activities in cooperation with other public and private agencies and organizations.
D. 
Use and operate public school property upon the approval and agreement of the Board of Education, to the extent that such property may be adaptable and available for recreational programs and purposes of the Department.
E. 
Promote and direct a year-round program of leisure activities for children, youth and adults of the Township; stimulate the constructive use of leisure time of residents of the Township; and work toward the reduction of delinquency and the optimum coordination and development of public and private recreational facilities.
The Board of Recreation shall consist of seven members, to be appointed by the Mayor with the advice and consent of the Council. All appointments, except to fill vacancies, shall be for terms of three years and shall terminate on December 31 of the third year. The Board shall advise and consult with the Director with respect to the program and activities of the Division of Recreation, shall study the public recreational needs of the Township and shall, from time to time, recommend to the Director and to the Mayor and Council ways and means of improving the Township's recreational programs and of coordinating public and private activities in the interest of public recreation.
The Department, through the Division of Recreation, may sponsor, arrange and provide for the giving of indoor and outdoor exhibitions, concerts, games and contests and may use and employ public property for such purposes. The Department may charge and collect for the use of the Township a reasonable admission fee for each person entering or using facilities, exhibitions, concerts, games or contests provided under this article, except that the Department may not use or employ public playgrounds or recreation places with an admission charge or fee for more than eight hours in any week nor on more than two days in any week, and when any such playground or recreation place is used for such purpose, no admission fee shall be charged or collected from children under 12 years of age.
A. 
The Department, through the Division of Recreation, shall control the use of all public parks, playgrounds and recreation places of the Township so as to maintain them in a safe and wholesome condition of use. It may adopt suitable rules, regulations and bylaws for the conduct of all persons while on or using such property.
B. 
The custodians, supervisors and assistants appointed by the Director shall, while on duty, preserve order and enforce the observance of the rules, regulations and bylaws of the Department.
