The Director of the Department of Municipal Services shall be
qualified by experience and/or training and fulfill the statutory
requirements to perform the duties of his/her office subject to the
Charter Ordinance and supervision of the Mayor of the Township.
Within the Department there shall be a Division
of Planning. Under the direction and supervision of the Director and
subject to the Charter and the Township of Bridgewater Code, the Division
shall:
A. Prepare and maintain a Comprehensive Master Plan for
the Township and prepare such plans, studies, analyses, surveys and
reports as may from time to time be necessary to implement the Comprehensive
Master Plan or to guide governmental policy for the assurance of the
orderly and coordinated development of the Township.
B. Prepare and maintain a workable program for community
development, a capital improvement program and a community renewal
program.
C. Act as the research arm of the Planning Board.
D. Review all subdivision applications and requests for
zoning variances and public improvements within the Township and make
recommendations thereon to the Planning Board, the Zoning Board of
Adjustment and the Township Council.
E. Develop and maintain a comprehensive parkland inventory
and coordinate and oversee the selection and acquisition of parklands.
F. Advise and assist the Mayor and the Council in regard
to the physical planning and public improvement aspects of all matters
related to the development of the Township.
G. Provide staff assistance to the Planning Board in
all matters under its jurisdiction.
H. Conduct continuous studies and collect statistical
and other data to serve as the basis for planning recommendations.
I. Study the operation and effect of land use controls
and their administration within the Township and report thereon to
the Mayor and Council.
J. Develop and administer programs and activities for
the rehabilitation of housing and conservation of neighborhoods, including
without limitation thereto:
(1) Plans and programs of voluntary repair and rehabilitation
of buildings and other improvements.
(2) Acquisition of real property and demolition, removal
or rehabilitation of buildings and improvements thereon where necessary
to eliminate unhealthful, unsanitary or unsafe conditions, lessen
density, reduce traffic hazards, eliminate obsolete or other uses
detrimental to the public welfare or to otherwise remove or prevent
the spread of blight or deterioration or to provide for needed public
facilities.
(3) Installation, construction or reconstruction of streets,
municipal utilities, parks, playgrounds and other improvements necessary
for carrying out the objectives of the redevelopment projects.
(4) Disposition, for uses in accordance with the objectives
of the redevelopment project, of any property or part thereof acquired
in the area of such project.
The Shade Tree Board of the Township of Bridgewater
shall consist of seven members appointed by the Mayor with the advice
and consent of the Council. All appointments, except to fill vacancies,
shall be for terms of three years and shall terminate on December
31 of the third year.
The Zoning Officer shall report to the Director
of the Department of Planning and Engineering. The Zoning Officer
shall review applications for the issuance of building permits as
to zoning compliance and shall act upon the same, all in accordance
with existing ordinances and statutes.

A. Within the Department of Municipal Services there
shall be a Division of Engineering. Under the direction and supervision
of the Director of Municipal Services and subject to the Charter and
the Township of Bridgewater Code:
(1) The Division shall plan and supervise the construction
of storm sewers, stormwater control projects, road construction and
reconstruction, sidewalks and curbs and sanitary sewers.
(2) The Division shall plan infiltration/inflow sanitary
sewer studies and establish a program for the Department of Public
Works and Park Maintenance to use Township equipment to carry out
the program.
(3) The Division shall plan an annual street overlay program
in cooperation with the Department of Public Works and Park Maintenance.
(4) When replacement is required of any culvert and/or
stormwater system over 15 inches in diameter, the Director shall designate
the manner of such replacement.
(5) In the event of a federal flood disaster declaration,
the Engineer shall be responsible for assigning Township and outside
work forces and maintaining records thereof.
(6) The Division shall review all proposals for new or
improved streetlighting and make recommendations thereon.
(7) The Division shall assist in the planning of the construction
or reconstruction of Township buildings and facilities as required
by the Mayor or his designee.
(8) The Division shall provide technical assistance to
the Planning Board in the review of subdivisions and site plan reviews.
(9) The Division shall provide all surveying work required
by the Township.
(10) The Division shall assist the appropriate municipal
officials in maintaining the Tax Map and records up-to-date and assist
in making all necessary revisions and alterations.
B. The Manager
of the Division of Engineering shall be referred to as the "Township
Engineer" and shall be subject to all laws and regulations applicable.
C. The Township
Engineer, as Manager of the Division of Engineering, shall manage
the work of the Division of Engineering on a day-to-day basis. The
Township Engineer shall be responsible for coordination of projects
and review of engineering plans and shall do such other engineering
work as required by law and not provided elsewhere in the Municipal
Code of the Township of Bridgewater. The Township Engineer may recommend
to the Director of Municipal Services such organizational changes
as will facilitate the most efficient performance of the functions
of the Division of Engineering, according to the conditions and needs
of the Township of Bridgewater.
D. The Division
of Engineering and the Division of Public Works and Park Maintenance
Departments shall, under the supervision of the Director of the Department
of Municipal Services, cooperate in the planning and implementation
of public works projects where responsibilities of the two Divisions
overlap.
The Office of the Construction Code Official shall be in the Department of Engineering and shall function as set forth in Chapter
62 of this Code.
Any fees collected by the Department of Engineering
shall be accounted for and paid to the Township Treasurer when received,
all within a reasonable time thereafter.
