A. 
"Promotion" as used in this chapter means an advancement in job class having:
(1) 
New duties of greater difficulty or responsibility; and
(2) 
A salary range having a greater maximum.
B. 
When there is a major change in the duties or responsibilities of a position resulting in its reclassification to a higher grade within the guidelines of the wage and salary reevaluation (1985), the position shall be considered vacant and subject to filling under promotional procedures. The incumbent in the reclassified position may be permitted to serve on an acting basis pending promotional procedures.

A. 
Vacancies in Township government are restricted to the best qualified candidate, as established by multiple judgment (department director, Township Administrator and, in certain instances, the office of the Mayor). Qualification requirements shall reflect realistic, minimum job-related standards, excluding special qualifications which can be met through job orientation and training. All candidates who meet the qualification standards, past performance, quality and length of service, will be rated eligible for promotion.

B. 
Promotional selection will be made without discrimination for any reason and without favoritism based on personal relationship or patronage. An employee selected for promotion will be released from their old positions promptly, within two weeks after selection.
