The Official Map of the Township of Bridgewater, entitled "Official Map, Township of Bridgewater, Somerset County, New Jersey, scale: 1" = 2000', Howard Clark, Township Engineer, dated October 1979 and revised December 1979," is hereby adopted pursuant to N.J.S.A. 40:55D-32. Said Official Map is attached hereto and made a part of this Part 7, and all notations, legends, references and designations shown thereon shall be a part of this chapter as if the same were all fully described and set forth herein. Copies of the Official Map shall be on file in the office of the Township Director of Engineering where they shall remain available for public inspection.
Any amendment, revision or replacement of the Official Map so established and any other official map or amendment or revision thereof shall reflect the appropriate provisions of the Master Plan,[1] except that the governing body may adopt any such amendment, revision, replacement or such other map or amendment or revision thereof as, in whole or in part, is inconsistent with the appropriate designations in the subplan elements of the Master Plan, but only by the affirmative vote of a majority of the full authorized membership of the governing body, and in such event the reasons for so acting shall be recorded in the minutes of the meeting at which such action is taken.

The Official Map shall be deemed conclusive with respect to the location and width of streets and public drainageways and the location and extent of flood control basins and public areas, whether or not such streets, ways, basins and areas are improved or unimproved or are in actual physical existence. Upon receiving an application for development, the municipality may reserve such streets, ways, basins and areas for future public use in the manner provided in Parts 8 and 9 of this chapter.
The approval by ordinance, under the provisions of any law other than as contained in this chapter, of the layout, widening, changing the course of or closing of any street, or the widening or changing the course of any public drainageway, or changing the boundaries of a flood control basin or public area, shall be subject to relevant provisions of this Part 7.
For the purpose of preserving the integrity of the Official Map, no permit shall be issued for any building or structure in the bed of any street or public drainageway, flood control basin or public area as shown on the Official Map and reserved pursuant to § 126-128 or as shown on a plat filed pursuant to this chapter before adoption of the Official Map and so reserved, except as herein provided. Whenever one or more parcels of land upon which is located the bed of such a mapped street or public drainageway, flood control basin or public area so reserved cannot yield a reasonable return to the owner unless such a permit is granted, the Board of Adjustment may, in specific case, by an affirmative vote of a majority of its full authorized membership, direct the issuance of such permit, which will as little as practicable increase the cost of opening such street or tend to cause a minimum change of the Official Map, and the Board shall impose reasonable requirements as a condition of granting the permit so as to promote the health, morals, safety and general welfare of the public.

A. 
No permit for the erection of any building or structure shall be issued unless the lot abuts a street giving access to such proposed building or structure. Such street shall have been duly placed on the Official Map or shall be an existing state, county or municipal street or highway or a street shown upon a plat approved by the Planning Board or a street on a plat duly filed in the office of the County Clerk prior to the passage of an ordinance under this chapter or under any prior law or ordinance that required prior approval of plats by the governing body or other authorized body. Before any such permit shall be issued, such street shall have been certified to be suitably improved to the satisfaction of the governing body, or such suitable improvement shall have been assured by means of a performance guaranty, in accordance with standards and specifications for road improvements approved by the governing body as adequate in respect to the public health, safety and general welfare under the special circumstance of the particular street.
B. 
Specified public streets.
(1) 
The following public streets are identified for uses as set forth elsewhere in the Township Land Use Ordinance, and the lots upon which the uses are located thereon shall have principal access on a state highway or county roadway or on one of the following:
(a) 
Garretson Road from Country Club Road to the US Route 202-206 overpass;
(b) 
Country Club Road from New Jersey State Highway Route 28 to Garretson Road;
(c) 
Milltown Road from US Route 22 to US Route 202;
(d) 
Prince Rodgers Avenue from County Route 629 (North Bridge Street) to the Interstate Route 287 overpass.
(2) 
For those uses which are required to have principal access on the above referenced streets, the use shall not be permitted if principal access is not on the above referenced streets.
Where the enforcement of § 126-131 would entail practical difficulty or unnecessary hardship, or where the circumstances of the case do not require the building or structure to be related to a street, the Board of Adjustment may, upon application or appeal, vary the application of § 126-131 and direct the issuance of a permit, subject to conditions that will provide adequate access for fire-fighting equipment, ambulances and other emergency vehicles necessary for the protection of health and safety and that will protect any future street layout shown on the Official Map or on a general circulation plan element of the Master Plan.
