This article hereby recognizes and establishes an area known as "Willis Park," being the area and facilities bounded roughly by Grand Avenue on the east, Linden Avenue on the north, Conrail railroad tracks and right-of-way on the west and the continuation of Elm Avenue on the south. The article recognizes that Willis Park is owned jointly by the Borough of Ridgefield and the Ridgefield Board of Education.
The following regulations be and hereby are established for the use of Willis Park:
A. 
Smoking. Willis Park is a smoke-free facility. Smoking of tobacco products or use of chewing tobacco or other similar tobacco substances is prohibited.
B. 
Pets. Pets, including but not limited to dogs, are not permitted in Willis Park. Guide dogs for the blind are permitted in the park.
C. 
Spikes. Metal spikes are not allowed on the turf field area. Spikes or cleats of any kind are not permitted on the track area.
D. 
Food or drink. Drinks, food, candy, gum, sunflower seeds or other form of food or snack are not permitted on the track or turf field area.
E. 
Wheeled vehicles. Bicycles, skateboards and all other wheeled vehicles of any kind are not permitted on the track or field area. Wheelchairs for handicapped persons are permitted.
F. 
Shot put or javelin. Shot put or javelin are not permitted on the track or on the turf field area.
G. 
Use of track. Residents may use the track area at all times except when such use is made impossible because of the use by an organized event. Practice, as opposed to a game, does not constitute an organized event.
H. 
Use of turf field. Use of turf field is by permit only issued by the Mayor and Council.
I. 
Violations. Violations of the foregoing regulations are punishable by a fine of between $100 and $1,000 and imprisonment not to exceed 30 days.
J. 
Vandalism. No person shall cause or allow vandalism or damage to any part of the facilities of Willis Park.
