As used in this article, the following terms shall have the meanings indicated:
MINK FARM
An establishment that keeps, harbors or raises more than two mink for any purpose.
PERSON
Any individual, firm, company, association, society, corporation or group.
PIG FARM
An establishment that keeps, harbors or raises more than six pigs, swine or hogs for the purpose of sale, and shall not mean a farm premises where pigs are raised for home consumption by the farm occupant as provided in § 71-4 hereof.
A. 
All newly constructed quarters or pens for mink or pigs on existing farms shall be at least 500 feet from the center line of the nearest highway and from the nearest property line.
B. 
All quarters for mink shall be constructed so that the same are accessible for cleaning. All quarters or pens for mink or pigs shall be maintained in a sanitary condition, and no accumulation of manure, waste or feed shall be permitted such as shall cause obnoxious odors or unsanitary conditions.
C. 
Right of inspection. A police officer or duly authorized official of the Town shall have the right at any reasonable time to enter the premises on which mink or pigs are kept and to inspect the same.
A. 
Mink farms. Quarters or pens for mink on farms established after the effective date of this article shall be at least 2,500 feet from the center line of the nearest highway or 2,500 feet from the nearest property line.
B. 
Pig farms. Quarters or pens for pigs on farms established after the effective date of this article shall be at least 2,500 feet from the center line of the nearest highway and at least 2,500 feet from the nearest property line.
Nothing in this article shall prevent and it shall be lawful for an owner or occupant of a farm premises to raise for consumption by himself or family not more than six pigs, provided that the litter shall be disposed of at 12 weeks and that all such pigs must be housed not less than 200 feet from any highway or adjoining property line.
Nothing herein shall restrict or limit the application to mink farms and pig farms of the provisions of any zoning ordinance adopted for the Town after the effective date hereof.[1]

A. 
Any person violating any provision of this article shall be deemed to have committed an offense against this article and shall, upon conviction, be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both such fine and imprisonment.

B. 
In addition, any person violating this article shall be liable for a civil penalty in the sum of $50 for each offense, such penalty to be recovered by the Town of Greenville in a civil action, and when a violation of this article is continuous, each 24 hours thereof shall constitute a separate and distinct offense.
C. 
The Town Board of the Town of Greenville may also maintain an action or proceeding in the name of the Town to compel compliance or to restrain by injunction any violation hereof.
