B. 
Permits.
(1) 
Any permit granted hereunder shall be executed by the appropriate Village Board designee as set forth in § 112-19 and shall be endorsed by the individual in whose name the permit is issued (permittee) and is to be displayed in the windshield of the vehicle granted the permit and is nontransferable.
(2) 
The parking area affected by this section is restricted to those vehicles with boat trailers attached or to vehicles used to transport a boat.
(3) 
Regardless of the issuance of any permit, as contemplated by this section, each applicant (permittee) granted such permit will not be permitted to park said vehicle with or without said trailer in said restricted area between the hours of 10:00 p.m. and 5:00 a.m. Under no circumstances will there be allowed overnight parking by said vehicles in the contemplated area.
(4) 
Permits issued will be issued to any applicant applying for the same, provided that those vehicles meet the requirements of the applicable section. There will be no fee for the issuance of the permit, and the spaces allocated will be utilized on a first-come-first-served basis without reserve status.
C. 
Duration of the permit. Permits issued shall cover one calendar year, beginning January 1 through December 31.
D. 
Fines and penalties. Any violations of the above subsections shall result in the imposition of a fine in the amount not to exceed $250. Said moneys shall be payable as designated by the presiding Justice.
E. 
Vehicles without permit will be towed at the owner's expense and risk.
