The following plan of organization and rules governing the same
adopted by the Board of Health of the Borough of Hanover, and the
following Sanitary Regulations proposed and adopted by said Board,
be and the same are hereby adopted and approved.
In compliance with the provisions of the Act of Assembly approved
May 11, 1893, and May 29, 1907, the Board of Health of the Borough
of Hanover does hereby establish and formally declare the following
rules and regulations, to which amendments and additions may at any
time hereafter be made and published, as sanitary conditions of the
Borough may demand.

The stated meetings of this Board shall be held on the first
Monday of January, March, June and September.
A majority of the members of the Board shall constitute a quorum.
Any and every person who creates, continues or maintains any
nuisance, so adjudged by the Board of Health within this Borough,
shall be deemed guilty of a violation of this Part 1 and shall be
liable for the expense of the abatement and remedy thereof.
No person or company shall erect or maintain within the limits
of this Borough any manufactory or place of business dangerous to
life or detrimental to health, or where unwholesome, offensive or
deleterious odors, gases, smoke or exhalations are generated, such
as tanneries, refineries, manufactories of starch, glue, leather,
chemicals, fertilizers or gas, without the permit of the Board of
Health, and all such establishments shall be kept clean so as not
to be offensive or prejudicial to public health; nor shall any offensive
or deleterious waste substances, refuse or injurious matter be allowed
to accumulate upon the premises, or be thrown or allowed to run into
any place. And every person or company conducting such manufacture
or business shall use the most approved and all reasonable means to
prevent the escape of smoke, gases and odors, and to protect the health
and safety of all operatives employed therein.

No person, firm or corporation shall build or maintain any stable
or any pigpen, or shall keep any horse, cattle, sheep, goat or pig
at any place within the Borough of Hanover, without specific permission
by the Board of Health of said Borough. Such permission shall be granted
in cases where, in the judgment of the Board of Health, it will not
result in annoyance to persons using the highways, residing or conducting
business in the vicinity of the premises for which such permit applies,
or in the creation of a menace to the health of the Borough or to
sanitary conditions therein. The factors to be considered by the Board
of Health in granting or refusing any such permit shall include: the
location of the premises; the distance of the stable or pen from any
highway, water source, dwelling or place of business; the number and
kind of animals to be kept; and the housing facilities to be provided
for such animals and the sanitation therein. Such permit shall be
held subject to specific conditions prescribed by the Board of Health
for each case, such conditions to relate to the location of the stable
or pen, the kind and the maximum number of animals to be kept on the
premises, the maintenance of prescribed standards of sanitation, and
the elimination of factors tending to create nuisances or annoyances.
At any time, if the character of the neighborhood changes in that
it becomes more built up, the Board of Health may revoke any permit
previously granted under this section, or may prescribe additional
conditions to be adhered to by the holder of such permit.
No wash water and no water or other liquid from kitchen, sink,
bathroom, stable, privy vault, cesspools or other places, except only
water uncontaminated and inoffensive, shall be drained, emptied or
permitted to enter upon any street, alley, square or park of this
Borough.

No meat, fish or fowl, or any other food, not packed in a container
or closed package and not intended to be washed or to have an inedible
skin removed therefrom before eating, shall be exposed for sale in
the Borough unless covered or in a covered case.
No putrid or decaying vegetables, fruits, fish, shellfish, game,
poultry or meat, or any meat that is unwholesome or otherwise unfit
for human food, shall be sold or exposed for sale within this Borough.
