The Board of Commissioners of the Borough of Haddonfield shall appoint an officer, whose title shall be Zoning Officer of the Borough of Haddonfield, to enforce and administer the provisions of this chapter except as otherwise provided by law or by this chapter. He/she shall be appointed for the term of one year beginning the third Tuesday in May (except that the Zoning Officer first appointed shall serve from the date of his/her appointment until the third Tuesday in May next following) and shall receive compensation for his/her services as fixed by the Board of Commissioners.
The Zoning Officer shall have the general duty and authority to administer and enforce the provisions of this chapter, except as otherwise provided by law or by this chapter. He/she shall:
A. 
Examine, record and file all applications for zoning permits including building permits, trailer permits, and historical signs, together with the plans, documents and other papers accompanying such applications.
B. 
Approve applications for permits for such construction and uses as are in accordance with this chapter or lawful order of the Board of Adjustment.
C. 
Make such reports to the Board of Commissioners with respect to his/her work and the operation of this chapter as the Board of Commissioners may require. Copies of any reports shall be transmitted by the Zoning Officer to the Tax Assessor, Planning Board and Board of Adjustment at the same time they are transmitted to the Board of Commissioners.
D. 
Institute and conduct lawful proceedings to prevent threatened or actual violations of this chapter.
E. 
Supervise, inspect and approve correction of violations of this chapter.
F. 
Attend, participate in and report to the Board of Adjustment at its regular meeting and attend the Planning Board meetings.
The certificates and permits enumerated herein are hereby established for the equitable enforcement and administration of the provisions of this chapter.
A. 
Zoning permit. The Zoning Officer is hereby empowered to issue a zoning permit for any plans regarding the construction or alteration of any building or part of any building where he/she shall determine that such plans are not in violation of the provisions of this chapter. Changes to property that require a zoning permit include but are not limited to:

(1) 
Change of use of any structure;
(2) 
Change of tenancy of any structure in all downtown zones;
(3) 
Addition to any structure not requiring a site plan approval, including decks, patios and driveways;
(4) 
Changes in parking arrangement, location or striping;
(5) 
Changes in elevation or grading of any lot;
(6) 
Installation of any accessory structure or accessory use.
B. 
Special use permit. Upon the written direction of the Board of Adjustment, the Zoning Officer is hereby empowered to issue any special use permit provided for by this chapter.
A. 
Issuance. The Zoning Officer is hereby empowered to issue a certificate of occupancy which shall, following completion of construction, certify that all provisions of this chapter have been complied with in respect to the location and use of the building, structure or premises in question.
B. 
Procedures for a certificate of occupancy. Following the completion of the construction, reconstruction, or alteration of any building or where a change in the use of a structure is proposed, the applicant shall transmit to the Zoning Officer a request that such construction has been completed or that a new use has been proposed. Within seven days of the receipt of this request, the Zoning Officer shall make all necessary inspections of the completed structure and proposed use to determine the conformance with this chapter. A certificate of occupancy shall be issued only if the Zoning Officer finds that the construction and proposed use comply with all the requirements and provisions of this chapter.
All applications for zoning permits shall be made to the Zoning Officer in the detail specified in § 135-126 of this chapter.

Every application for a zoning permit shall be accompanied by a check, payable to the Borough of Haddonfield, in the amount of $30.
A. 
Each application for a zoning permit, temporary use permit, or special use permit affecting single-family dwellings shall be made in triplicate.
B. 
Plans to accompany application. Applications for permits shall be accompanied by drawings of the proposed work, drawn to scale, showing, when necessary, floor plans, sections, elevations, structural details, computations and stress diagrams, as the Building Official may require.
C. 
Each application for a zoning permit which involves a structure requires a lot grading plan.
