The Borough of Haddonfield provides for garbage and trash collection for properties located in the Borough. The Director of Public Works shall issue rules from time to time regarding the collection of garbage and trash in the Borough.

The Borough will collect a reasonable amount of trash and garbage one day per week for residential properties. The schedule will be established based on property location so that each property is collected once per week. There is no separate collection for bulk items. These items will be collected on the regular trash day. Collection will take place five days per week (Monday through Friday) in certain business districts.
A. 
Saturday collection will take place in certain business districts and these collections will be separately charged to those in the business districts it services.

The properties that will receive Saturday collection are further described in Schedule A attached, consisting of the commercial properties described by tax map block and lot, and street address.
(2) 
Saturday collection will be billed quarterly to the properties in Schedule A attached based on a fee amount to be established annually by resolution by the Board of Commissioners.
On certain holidays, trash collection may be postponed and rescheduled for the next feasible day.

A. 
Nothing shall be placed or raked onto a public roadway. No refuse shall be placed for collection on any right-of-way prior to 1:00 p.m. of the day before collection. Business District trash shall not be put out before 5:00 p.m. of the day before collection. Refuse must be out by 7:00 a.m. of the scheduled trash day to ensure collection. Bags of grass clippings or other vegetative waste will only be picked up on regular trash days and must be put out according to the same schedule as outlined above.
B. 
Anyone that is charged with a violation of this provision of the ordinance, that is, § 195-4, for a first offense, is not required to appear in the municipal court to answer the charge, provided responsibility is accepted by the offender and the assessed fine is paid. A second or subsequent charged offense within a five-year period shall require a municipal court appearance by the one charged and upon conviction the fine shall be in the court's discretion.
No construction debris will be picked up. Dumpsters cannot be placed in a public roadway without first obtaining permission from the Borough of Haddonfield Police Department.
Sizes and weights of containers for collection are determined by the Director of Public Works for the health and safety of the trash collection personnel and the most efficient operation of the collection system.
A. 
It shall be the duty of the owner, lessee, tenant, occupant or person in charge of any structure to contain trash, garbage or other waste materials in suitable plastic or metal containers which are covered or otherwise contained in such a way that the waste material cannot escape from the container, attract vermin, emit odor, or otherwise cause a nuisance when storing waste outside the structure, and in such containers as provided in § 195-6 of this article. Trash must be in metal or plastic cans with lids or heavy-duty plastic bags of 1.3 mil thickness or trash compactor bags. Trash will not be picked up in paper bags, cardboard boxes, oversize drums, bushel baskets, metal or plastic tubs. No other waste containers are permitted. Such persons shall also be responsible for immediately removing from any street, sidewalk or private property any material which leaves, falls, or escapes from the waste container for any reason prior to it being collected, and shall pay any costs for such removal.
B. 
The suitable plastic or metal container shall have, permanently painted on or affixed to the container's body, the number and street address, including apartment, condo, or rental unit number, at least three inches in height, of the residence, office, apartment, retail property, and/or commercial property associated with the container in Downtown Zoning Districts of D-1 to D-4, Commercial District C, and Office District O.

Violations of this article shall be punishable as provided in Chapter 1, General Provisions, § 1-14.
