A. 
The Office the Borough Manager is hereby created on the date of the adoption of this chapter. The authority to create the position of Borough Manager is found in the Borough Code, 53 P.S. § 46141.
B. 
As provided in the Borough Code, 53 P.S. § 46143, the office of the Borough Manager, Street Commissioner, Secretary and Treasurer are not incompatible and any two or more of said offices may be held by one person.
A. 
The Borough Manager shall be appointed for an indefinite term by a majority of all members of Borough Council.
B. 
The Borough Manager shall serve at the pleasure of the Borough Council and may be removed at any time by a majority vote of all members of Borough Council.
The Borough Manager shall be chosen solely on the basis of executive and administrative abilities.
The Borough Code, 53 P.S. § 46142, provides that Borough Council, by ordinance, may delegate any of the nonlegislative and nonjudicial powers and duties of Borough Council to the Borough Manager. Accordingly, Pleasant Hills Borough Council hereby delegates to the Borough Manager the following nonlegislative and nonjudicial powers and duties:
A. 
Administration of departments, offices and agencies.
(1) 
He shall direct and supervise the administration of all departments, offices and agencies of the Borough with the exception of the Pleasant Hills Police Department.
(2) 
The Borough Manager is further given the power and authority to reprimand any employee under his supervision. The Borough Manager, with the approval of Borough Council, may suspend or discharge any employee under his supervision.
(3) 
The Borough Manager shall file a written report of any action taken under authority of this subsection to Borough Council.
B. 
The Borough Manager shall also perform whatever shall be assigned to him, from time to time, by Borough Council. It is the intent of Borough Council to designate the Borough Manager as the Chief Operating Officer of the Borough of Pleasant Hills.
The compensation of the Borough Manager shall be established under the terms and provisions of the Pleasant Hills Salary Ordinance.[1]

The Borough Manager, before entering upon his duties, shall give a bond to the Borough of Pleasant Hills in the sum of $35,000. The amount of this bond may be changed by the provisions of the Salary Ordinance of the Borough of Pleasant Hills. The premium for this bond shall be paid by the Borough of Pleasant Hills.
The Borough Code, 53 P.S. § 46142, provides as follows: "With approval of Borough Council, the Mayor may delegate to the Borough Manager any of his nonlegislative and nonjudicial powers and duties." The Borough Manager is authorized to perform any nonlegislative and nonjudicial powers and duties delegated by the Mayor of the Borough of Pleasant Hills, provided that the assignment has been provided the Borough Manager in writing.
If the office of the Borough Manager shall become vacant, Borough Council shall have the authority to appoint an Acting Borough Manager until such time as Borough Council shall fill the position of Borough Manager. The Acting Borough Manager shall exercise the powers and perform the duties of Borough Manager and shall receive such compensation as Borough Council shall establish.
The Borough Council reserves the right at any time, by ordinance, to amend or otherwise modify or repeal this chapter or any part thereof.
