It shall be unlawful for any person or persons to own or operate a billiard or pool room for pay as a business without first having made application for and having received an annual license to own and operate the same.
The application shall be in writing and shall set forth the owner of the building, the owner of the billiard or pool room, the manager thereof, if any, the previous occupation of the owner and manager, if any, thereof, the location of the said billiard or pool room proposed to be licensed, number of tables to be used, the number of rooms, the character and use of the building in which said billiard or pool room is to be located, and the part of the building such billiard or pool room shall occupy.

No license shall be issued upon any application made unless a license fee for the calendar year shall accompany the application for the license. The license fee shall be as set forth in the current Fees Resolution of the Borough of Pleasant Hills.
No person under 18 years of age shall be permitted to participate in or play billiards or pool in any billiard or pool room so licensed, nor shall the playing of billiards or pool be permitted during the hours of 2:00 a.m. and 8:00 a.m., nor on Sundays. No license shall permit drunken or disorderly persons to frequent or congregate on the premises for which a license has been granted.
The Police Department shall have and is hereby given power and authority in any case of any disorder, drunkenness, disturbance or other annoyance in any billiard or pool room to enter upon and into such place and arrest on view all persons acting in a disorderly manner, or who have disturbed the public peace.
The Mayor shall have and he is hereby given the right, power and authority to close any licensed place violating the provisions of this chapter and to revoke the license thereof in case of violations.

It shall be unlawful for any person to play billiards or pool in a licensed place between the hours of 2:00 a.m. and 8:00 a.m. or to frequent such billiard or pool rooms in a drunken or disorderly manner, or to otherwise cause a disturbance or annoyance of any kind upon the licensed premises.
Every person engaged in keeping an unlicensed billiard or pool room for the use of the public and for profit, shall be subject to a fine of not less than $25, nor more than $100 for each and every day such billiard or pool room shall be kept open and in operation. The fine or fines shall be recovered summarily before any District Justice of the Borough.
Every person otherwise, than in the preceding section, violating any of the provisions of this chapter and its regulations shall be subject to a fine of not less than $5, nor more than $25 upon conviction before any District Justice of the Borough, and in default of payment of fine and costs shall be committed to the Borough lockup for a period of not more than six days or to the Allegheny County Jail for a period of not more than 30 days.
