Pursuant to the provisions contained in the Act of Assembly approved the 2nd day of May 1945, P.L. 382, as amended or supplemented,[1] the Borough of Pleasant Hills hereby declares the need and its desire in the interest of public safety, welfare and convenience for the creation of an Authority to function within and without the territorial limits of the Borough of Pleasant Hills to provide storm sewers, sanitary sewers and elimination or treatment plants and all facilities in relation or connection therewith, and further hereby signifies its intention to organize such an Authority.

In pursuant of said need, desire and intention and in conformity with the terms and provisions of the Municipality Authorities Act and its amendments, Articles of the proposed Authority are hereby set forth as follows:
ARTICLES OF INCORPORATION OF PLEASANT HILLS AUTHORITY PLEASANT HILLS, ALLEGHENY COUNTY, PENNSYLVANIA
To the Secretary of the Commonwealth of Pennsylvania, Harrisburg, Pa.
In compliance with the requirements of the Municipality Authorities Act of 1945, approved the 2nd day of May, 1945, P.L. 382, the undersigned Municipal Authorities of the Borough of Pleasant Hills in the County of Allegheny and in the Commonwealth of Pennsylvania, desiring that a body corporate and politic be incorporated under the said Act, do hereby, for and in behalf of the said Borough of Pleasant Hills and of its body corporate and politic certify:

The name of the Authority is Pleasant Hills Authority.
(2)
The said Authority is formed under the Municipality Authorities Act of 1945, approved the 2nd day of May, 1945, P.L. 382.

No other authority has been organized under this Act or under the Act of 1935, P.L. 463, and is in existence in or for the said Borough of Pleasant Hills.

The name of the incorporating municipality, together with the names and addresses of its municipal authorities, are as follows:

IN WITNESS WHEREOF, the Borough of Pleasant Hills has by Ordinance No. 78, duly enacted and approved by the Burgess on the 11th day of February, 1952, having advertised the same in the Hill Top Record on the 15th day of February, 1952, and recorded the same in Ordinance Book No. 1, Page 180, caused these Articles of Incorporation to be signed by the Burgess and the President of the Borough Council, and the municipal seal of the borough hereunto affixed and the same to be attested by John E. Robinson, the Secretary of the Borough of Pleasant Hills, Allegheny County, Pennsylvania, this 11th day of February, 1952,

The said proposed Articles of Incorporation of said Authority shall be executed by and on behalf of the Borough of Pleasant Hills by the Burgess and by the President of the Borough Council. The Seal of the said Borough of Pleasant Hills shall be thereunto affixed and the same shall be attested by the Borough Secretary and the Borough Solicitor is authorized and directed to cause to be published such notices of this chapter and the intention to incorporate as are required by the Municipality Authorities Act of 1945, approved the 2nd day of May, 1945, P.L. 382, and to transmit the Articles of Incorporation and application therefor to the Secretary of the Commonwealth, as is by law provided, and to do any and all other further acts required for the effectuating of the purposes of this chapter.
The said Authority hereby created shall be known as the "Pleasant Hills Authority" and shall be established for the purpose of acquiring, constructing, improving, maintaining, extending and operating of storm water, sanitary sewer lines or any system thereof, part or parts thereof, elimination, disposal or treatment plant or plants, and all other facilities in connection therewith as may be required and signified by contract or agreement or approval by the Borough of Pleasant Hills, and for such purposes to have all of the powers and authorities vested in it by law for the enjoyment and exercising of the powers and privileges conferred by Acts of Assembly to municipal authorities.
