On or after the effective date of this article, it shall be
unlawful for any property owner, person, firm or corporation to maintain,
keep, raise or house horses, ponies, cows, calves, sheep, goats, hogs,
pigs, pot-bellied pigs or other livestock, including but not limited
to ducks, turkeys, geese, chickens, guinea fowl, pigeons, doves, or
fowl, within the R-1, R-2, R-3 and/or R-4 Zoning Districts. Racing
and show pigeons are, however, excluded from this article. The prohibition
against chickens, however, is subject to the terms and provisions
of Ordinance 971, which was enacted on July 21, 2014. Those residents who lawfully obtain a residential chicken
permit may continue to house chickens so long as the requirements
of Ordinance 971 are satisfied.
The express purpose of this article is to prohibit the keeping
of farm animals which would constitute a nuisance within the residential
zoning districts of the Borough of Pleasant Hills. For purposes of
this article, certain fowl described herein, including pigeons, other
than racing or show pigeons, doves, etc., are recognized to be the
type of animals/birds which are prohibited.
The express purpose of this article is to enact the limited
changes described above. No other section of the existing Code shall
be changed as a result of this article. In the event that any section,
clause or part of this article is found to be illegal, unconstitutional,
or unenforceable, then only that portion of this article shall be
restricted and the remainder shall remain in full force and effect.
