No curbing shall be erected or completed in the Borough of Pleasant Hills unless the same is in compliance with the specifications and dimensions as prepared by the Borough Engineer, set forth in the Code requirements of the Borough of Pleasant Hills. The proposed work shall be reviewed and approved by the Borough Engineer. The documents referenced herein, including the official plans in the Code section may be modified or amended from time to time.
The Council shall have the right to approve, especially at any time within its discretion, a modification or change of this provision under circumstances which it feels is incumbent, necessary or feasible, but no person shall proceed in any manner unless such action is procured through proper action of the Borough Council.

Any person violating any of the provisions of this article shall, upon conviction before any District Justice of the Borough of Pleasant Hills, be subject to a fine in the amount of $300 for each occurrence. Upon default of the payment of the fine or penalty imposed and costs, the defendant may be sentenced and committed to serve jail time for a period not exceeding that permitted by state law or 30 days.
