The rate of speed of any vehicle may be timed on any street or road within the Borough of Pleasant Hills, Allegheny County, Pennsylvania, by authorized officers of the Borough of Pleasant Hills through the use of excessive speed preventor (ESP) equipment or other similar devices.
No conviction shall be had upon evidence obtained through the use of excessive speed preventor (ESP) equipment or other similar devices unless:
A. 
The apparatus is of a type approved by the Secretary of Transportation;
B. 
The apparatus has been calibrated and tested for accuracy and found accurate or adjusted for accuracy within a period of 60 days prior to the alleged violation; and
C. 
The speed recorded is six or more miles per hour in excess of the legal speed limit.
An official certificate from an inspection station approved by the Secretary of Transportation for use by the Pennsylvania State Police, showing that the calibration and tests required were made within the required period and that the excessive speed preventor (ESP) equipment was accurate or was adjusted for accuracy, shall be competent and prima facie evidence of the fact that such certificate was issued by an official inspection station appointed by the Secretary of Transportation and of the accuracy of the excessive speed preventor (ESP) equipment in every proceeding where any information is brought charging a violation of the speed regulations applicable within the Borough of Pleasant Hills.
The operators of such equipment shall be properly instructed and certified in the use of such equipment by the manufacturer of such equipment or by any other appropriate entity.
The Borough Secretary of the Borough of Pleasant Hills, together with the Chief of Police, be and they are hereby authorized, empowered and directed to take any steps necessary to implement the provisions of this article regarding excessive speed preventor (ESP) equipment or other similar devices in the Borough of Pleasant Hills, consistent with the applicable provisions of the Vehicle Code.
