The following positions in the government of the City of Greensburg shall be elected: the Mayor and four (4) other Council members.

All elected officials shall:
A. 
Be registered voters of the city.
B. 
Be at least twenty-one (21) years of age on or before the date of the general election.
C. 
Be a resident of the City of Greensburg for at least one (1) year prior to the date of the general election.
D. 
Reside in the city throughout their tenure in office.
Elected officials shall:
A. 
Never have been convicted of a felony crime as proven by a criminal history records check from the Pennsylvania State Police, Records and Identification Division.
B. 
Not be an elected official of the United States or the Commonwealth of Pennsylvania or of Westmoreland County (except notaries public or officers of the armed forces), nor any officer of any school district embraced in the City of Greensburg.
C. 
Not hold any other elected office, nor any other compensated position for the City of Greensburg government.
D. 
Not hold any compensated position for the City of Greensburg until one (1) year after the expiration of the term for which the official was elected.

The Mayor and four (4) remaining Council members shall be elected to serve four-year staggered terms. These positions will be elected in the municipal election in the same rotation as present and shall take office at 10:00 a.m. of the first Monday after the first Sunday of January following the year in which they are elected. Officials appointed to fill a vacancy shall follow the procedures indicated in § C-15C of this Charter.

The procedure for the nomination and election of elected officials shall be as provided in the election laws of the Commonwealth of Pennsylvania.
Before entering on the duties of their offices, all elected officials of the city shall take and subscribe an oath as prescribed by the laws of the Commonwealth of Pennsylvania.
The office of an elected official shall become vacant upon the death, resignation, forfeiture of office or conviction of a felony or a crime of moral turpitude.
A. 
An elected official may be removed from office by vote of the Council if:
(1) 
That official lacks at any time during the term any qualification for the office as prescribed by this Charter or by applicable law.
(2) 
That official fails to perform any duty required by this Charter or commits an act prohibited by this Charter.
(3) 
Any member of the Council or the Mayor misses three (3) consecutive regular meetings of the Council without just cause.
B. 
No elected official shall be removed from office without being given written notice of the grounds for removal and, if requested, a public hearing before the Council.
Whenever a vacancy exists in an election office, the vacancy shall be filled under the following procedures:
A. 
The Council, by a majority vote of its total membership, shall, within thirty (30) days from the time the office becomes vacant, make an appointment of a qualified person to fill the vacancy.
B. 
If the Council, for any reason, fails to fill a vacancy within thirty (30) days after the vacancy occurs, the Court of Common Pleas, upon petition of any Council member or any ten (10) registered voters of the city, shall make the appointment to fill the vacancy.
C. 
The person appointed to fill a vacancy shall take office immediately upon appointment and serve for the unexpired term of the originally elected official.

The initial compensation of elected officials shall be as follows: the Mayor, four thousand eight hundred dollars ($4,800.) per annum; remaining Council members, three thousand six hundred dollars ($3,600.) per annum. The Council may change the amount of salaries by ordinance, but such change shall not affect the compensation of the incumbents during their current term of office unless such change decreases the amount of salary.
