The legislative power of the City of Greensburg shall be vested in a council comprised of the Mayor and four (4) Council members. The Council shall be elected at large. Each of the five (5) members shall have equal votes.
The members of the Council shall organize a meeting the first Monday following the first Sunday in January of each year. The Mayor shall serve as the Council President, and the Director of Accounts and Finances shall serve as the Council Vice President.
The Council shall convene in regular meetings not less than once a month at such time and place as the Council may prescribe by ordinance. The Mayor may, and upon the request of two (2) Council members must, call special meetings of the Council upon twenty-four (24) hours notice to each member. The twenty-four-hour notification may be waived in an emergency. All regular meetings of the Council and any special meetings at which official actions are taken or any deliberation of agency business shall be open to the public, and public notice of such meetings shall be given.[1]

A majority of the members of the Council shall constitute a quorum. The Council may determine its own rules insofar as they do not conflict with other sections of this Charter.
The affirmative action of three (3) members of the Council shall be binding upon and constitute official action of the Council unless otherwise stated in this Charter.
The Council shall maintain a written record of the minutes and proceedings of all meetings of the Council. All records and reports shall be open and available for public inspection during normal office hours, through the office of the City Administrator. No citizen of Greensburg shall be denied reasonable access to all public records of the city, copies of which shall be available to the public at minimal charge.
The Council shall provide for the exercise of all legislative powers imposed on the city, and specifically but not limited to the following:
A. 
Adopt the budget, make appropriations for expenditures for all lawful purposes and levy taxes.
B. 
Adopt, amend or repeal all ordinances and resolutions not inconsistent with the Constitution of the United States or the laws of the Commonwealth of Pennsylvania or, by this Charter, prescribe fines and penalties for the violation of city ordinances.
C. 
Adopt, amend or repeal the Administrative Code.[1]

D. 
Create or abolish all boards, commissions, authorities and executive departments and approve members of the same.
E. 
Make or cause to make such studies as post audits and investigations as it deems in the best interests of the city.
F. 
Set the compensation of all city employees by ordinance.
G. 
Approve the appointment or the removal of the City Administrator.
H. 
Approve the appointment or the removal of the Fiscal Director.
I. 
Make provision for any matter of the city government not otherwise provided for in the Charter or general law not inconsistent therewith.
