In addition to any other actions required by this Charter or by applicable law to be taken by ordinance, those actions of the Council shall be by ordinance which:
A. 
Establish, alter or abolish any municipal department, office, commission or agency.
B. 
Establish, levy and decrease or increase the rate of existing taxes.
C. 
Provide for a fine or other penalty or establish a rule or regulation for violation of which a fine or other penalty is imposed.
D. 
Authorize the borrowing of money, except for emergency loans.
E. 
Grant, renew or extend a franchise.
F. 
Establish, alter or abolish rates or charges for any utility or other service supplied by the city.
G. 
Purchase, convey, lease or authorize the purchase, conveyance or lease of real property.
H. 
Establish wages of all city employees.
I. 
Establish, alter or amend any zoning ordinance, subdivision, land development or land use or amend any building regulation.
J. 
Exercise the power of eminent domain.
K. 
Amend or repeal any ordinance previously adopted.
L. 
Any other action which the Council may deem necessary.
Every ordinance shall contain the date of its adoption and its effective date. No ordinance shall contain more than one (1) subject, which shall be clearly expressed in its title. Any ordinance which repeals or amends an existing ordinance shall clearly indicate the matter to be repealed, omitted or added.
Every proposed ordinance shall be read at the time of introduction at a public meeting of the Council. All ordinances pertaining to zoning and code enforcement must be advertised in a newspaper of general circulation at least three (3) days prior to becoming a law and after the first reading. Notice shall also consist of posting of all the proposed legislation in a conspicuous public place readily observable by citizens entering the building occupied by the Council.
The Council shall not take final action on any ordinance until a minimum of seventy-two (72) hours has elapsed from the date of its introduction. Provided that the provisions of § C-26 have been followed, an ordinance may be adopted at a public meeting, by a majority of the Council. Unless otherwise specified, an ordinance shall take effect thirty (30) days after adoption. The City Administrator shall cause the full text of any ordinance to be recorded in a permanent record book within one (1) month after its final adoption. The permanent record book shall be open and available for public inspection throughout normal office hours.
To meet a public emergency affecting life, health, property or the public peace, the Council may adopt emergency ordinances. Such ordinances may not levy taxes or grant, renew or extend a franchise or the borrowing of money and must clearly state the nature of the emergency in specific terms. An emergency ordinance need not be published prior to adoption, but must be published as soon as possible thereafter. An emergency ordinance may be adopted at the meeting at which it is introduced and shall become effective immediately. An emergency notice shall automatically stand repealed on the 31st day following the date of its adoption, but may be reenacted as provided herein if the emergency still exists.
The Council may adopt any standard or national code of technical regulations by adopting an ordinance incorporating said code by reference. The details of such codes need not be advertised or incorporated in the ordinance, but copies of such codes shall be available at the office of the City Administrator for public inspection and for purchase at a minimal fee fixed by the Council.
