The Mayor shall be recognized as the official
head of the city for all ceremonial purposes.
The powers and duties of the Mayor shall include,
but not be limited to, the following. The Mayor shall:
A. Serve as the Council President and as such shall have
an equal vote on all matters before the Council.
B. Supervise the conduct of appointed city officers.
C. Be the Director of the Department of Public Affairs
and Safety.
D. Appoint the City Solicitor, subject to Council approval.
E. Appoint the City Administrator, subject to Council
approval.
F. Appoint the Fiscal Director, subject to Council approval.
G. Select a private certified public accounting firm
to conduct an annual independent audit and shall select subject to
Council approval.
H. Assume all powers of Sheriff to preserve the public
peace during a state of emergency.
The Director of the Department of Accounts and Finance shall serve as Acting Mayor of the city during the absence or inability of the Mayor to act and, during such absence or inability, shall exercise all the rights and powers of the Mayor. In the case of the absence or inability of the Director of Accounts and Finance to act, the vacancy procedures described in Article
III, §
C-15, shall prevail.
