The Mayor, with the approval of the Council,
may create, consolidate or abolish any board, commission or authority.
The Council may also alter the term of service for any of the above
so long as the term of service remains constant within each board,
commission or authority.
The Mayor, with the approval of the Council,
shall appoint all members to every board, commission or authority
as a vacancy, either by expiration of term or some other means, occurs.
All appointed members must have been residents of the city for at
least six (6) months prior to their appointment and must remain residents
during their terms of appointment. The Council may refer interested
applicants to the Mayor.
The city shall determine the policy decisions
of any board or commission to which it contributes more than one-half
( 1/2) of the funding unless the Council shall otherwise ordain.
