This chapter shall be known as the "City of Greensburg City Hall Security Rules and Regulations."
In the interpretation of the City of Greensburg City Hall security rules and regulations, their provisions shall be construed as follows:
A. 
Any term in the singular shall include the plural.
B. 
Any term in the masculine shall include the feminine, neuter and hermaphroditic.
C. 
Any requirement or provision of these rules and regulations relating to any act shall respectively extend to and include the causing, procuring, aiding or abetting, directly or indirectly, of such act or the permitting or the allowing of any minor in the custody of any persons doing any act prohibited by any provisions thereof.
D. 
These rules and regulations are in addition to and supplement all state and federal laws.
As used in this chapter, the following terms shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
CITY HALL
The City of Greensburg Municipal Building.
CITY SECURITY PERSONNEL
The City of Greensburg Police while on duty and in uniform; the City of Greensburg Detectives while on duty; and the City Police Chief.
DANGEROUS WEAPON
A weapon, device, instrument, material or substance, animate or inanimate, that is used for or is readily capable of causing death or serious bodily injury.
EXPLOSIVE
Blasting powder, nitroglycerine, dynamite, TNT and any other form of high explosive, blasting material, fuse, other than an electric circuit breaker, detonator and other detonating agent or a chemical compound or mechanical mixture containing oxidizing or combustible units or other ingredients in such proportions, quantities or packing that ignition by fire, friction, concussion or other means of detonation of the compound or mixture or any part thereof may result in the sudden generation and release of highly heated gases or gaseous pressures capable of producing effects damaging or detrimental to or destructive of life, limb or property. An "explosive" does not include manufactured articles such as matches or cigarette lighters containing an explosive in such limited quantity that of resulting in the sudden generation and release of highly heated gases or gaseous pressures capable of producing effects damaging or detrimental to the destructive of life, limb or property.
FIREARMS
Any device, by whatever name known, which is designed to expel a projectile or projectiles by the action of any explosion, expansion of gas or escape of gas.
LOITERING
Remaining idle in essentially one (1) location, lingering aimlessly, walking about aimlessly or loafing.
A. 
No person shall knowingly possess or cause to be present or attempt to possess or cause to be present a firearm, explosive or other dangerous weapon in the City of Greensburg City Hall or upon the grounds appurtenant thereof.
B. 
All packages, briefcases, purses, boxes, bags and other containers of any kind or nature in the possession of a person in City Hall or upon the grounds appurtenant to City Hall shall be subject to inspection by city security personnel for the purpose of searching for the presence of any weapon, device, instrument, material or substance prohibited under this chapter or under any other federal, state or local government law, regulation or ordinance. No person shall fail or refuse to surrender and open for inspection any such package, briefcase, purse, box, bag or other container upon request of any city security personnel.
C. 
Subsection A shall not apply to:
(1) 
The lawful performance of official duties by an officer, agent or employee of the City of Greensburg who is authorized by law to engage in or supervise the prevention, detection, investigation or prosecution of any violation of law.
(2) 
The use of a legally blind person of a trained and properly controlled guide ("Seeing-eye") dog.
(3) 
The possession of a firearm or other dangerous weapon by a person when so authorized or directed by valid order of court.
A. 
Manner of loitering.
(1) 
No person shall loiter in City Hall in a manner as to:
(a) 
Create or cause to be created a danger of a breach of the peace.
(b) 
Create or cause to be created any disturbance or annoyance to the comfort and repose of any person.
(c) 
Obstruct the free passage of any person.
(d) 
Obstruct, molest, harass, intimidate, threaten or interfere with any person lawfully present in City Hall.
(2) 
This section shall include the making of unsolicited remarks of an offensive, profane, indecent, obscene or insulting nature or which are calculated to annoy or disturb the person to or in whose hearing they are made.
B. 
No person shall loiter in City Hall either before or after the business hours or public visiting hours established for City Hall.
C. 
Whenever the presence of any person in City Hall is causing any of the conditions enumerated in Subsection A or is in violation of Subsection B, any city security personnel may order that person to leave City Hall. Any such person who shall knowingly and deliberately fail or refuse to leave after being ordered to do so by any city security personnel shall be guilty of a violation of this section.
No person shall in City Hall or upon the grounds appurtenant thereto:
A. 
Assault, hinder, harass, intimidate, threaten or obstruct any person, agent or agency in the enforcement of this chapter or conducting official city business.
B. 
Disturb the peace.
C. 
Endanger the safety or health of any person by any conduct or act.
D. 
Throw, discharge or cause to be discharged any missiles or projectiles.
E. 
Engage in fighting or threatening or in violent or tumultuous behavior.
No person who is not a duly authorized officer, agent or employee of the City of Greensburg engaged in the lawful performance of official duties shall knowingly enter any area in City Hall designated by posted sign as "Restricted" or for "Authorized Personnel Only," except at the request or invitation of and in the presence of a duly authorized officer, agent or employee of the City of Greensburg.
City security personnel, as defined hereinbefore, are hereby empowered to enforce the rules and regulations of this chapter.
Any person, firm or corporation violating any of the provisions of this chapter and convicted of the same shall be sentenced to pay a fine of not more than six hundred dollars ($600.) or be imprisoned for a period not exceeding ninety (90) days, or both such fine and imprisonment.
