The purpose and intent of the Board of Supervisors by the enactment
of this article is to authorize the official dues-paying members of
the Limerick Fire Department to perform certain extended duties and
to clarify that such duties are intended for workers' compensation
coverage.
The Limerick Fire Department (hereinafter "Fire Department")
and its memberships are authorized by the Township Board of Supervisors
to perform the following, in addition to the normal firefighting,
rescue and emergency medical duties and activities:
A. Participation in drills, practices, training sessions and prefire
planning activities authorized by the Fire Chiefs and supervised by
a qualified instructor or a Fire Department officer.
B. Participation in community celebrations, ceremonial observations
and funerals for deceased firefighters or other public figures where
such attendance is deemed appropriate by the Fire Chiefs. The Township
Board of Supervisors must have prior notice for out-of-town participation.
C. Performing duties necessary to prepare the fire station for use as
a distribution center due to a disaster or a polling place for the
primary and general elections. This shall also include like services
performed on behalf of the Township but held at other locations within
the Township such as school district buildings.
D. Preparation for and responsible participation in parades, provided
that attendance has the prior approval of the Fire Department. The
Township Board of Supervisors must have prior notice for out-of-town
participation.
E. Any public service functions performed for the welfare of the community,
including recovery of animals, as long as these activities are responsibly
supervised and are sanctioned by the Fire Department.
F. Any public safety activities undertaken by Fire Department members
to render care to the injured, prevent loss of life, provide comfort
and security to victims and limit or prevent damage to or loss of
property as circumstances may dictate.
G. Rendering assistance to police officers where such aid is specifically
requested or is done without request to protect the public welfare
from imminent danger, including fire/police duties.
H. Participation in fire prevention activities, post-fire investigations,
bomb searches, evacuation drills and fire lane enforcement.
I. Participation in public programs to promote health and safety, to
enlist new members, solicit community support or conduct fund-raising
activities, as long as no compensation is being paid to the member
while engaged in the fund-raising activity and 100% of the activity's
proceeds go to the Fire Department and as long as each activity is
sanctioned by the Fire Department.
J. The safe and responsible performance of maintenance or remodeling
work on the Fire Department vehicles, buildings, grounds or equipment.
K. Such other activities and/or duties necessary for the efficient operation
of the Fire Department as may, from time to time, be assigned by the
Township Board of Supervisors and the officers of the Fire Department
and as may be defined within the Constitution and bylaws of the Fire
Department.
