No person shall drive a vehicle at a speed greater
than is reasonable and prudent under the conditions and having regard
to the actual and potential hazards then existing nor at a speed greater
than will permit the driver to bring his vehicle to a stop within
the assured clear distance ahead. Consistent with the foregoing, every
person shall drive at a safe and appropriate speed when approaching
and crossing an intersection or railroad grade crossing, when approaching
and going around a curve, when approaching a hillcrest, when traveling
upon any narrow or winding roadway and when special hazards exist
with respect to pedestrians or other traffic or by reason of weather
or highway conditions.

specified streets as follows, and it shall be unlawful for any person
to drive a vehicle on any part of a street where a maximum speed limit
applies at a higher speed than the maximum prescribed for that part

Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $35. Any person
exceeding the maximum speed limit by more than five miles per hour
shall pay an additional fine of $2 per mile for each mile in excess
of five miles per hour over the maximum speed limit.
A.
At the following locations, traffic signals, as indicated
below, shall be erected (or are ratified if previously erected), and
traffic at those locations shall be directed by those signals:

B.
Any driver of a vehicle who disobeys the directions
of any traffic signal shall, upon conviction, be sentenced to pay
a fine of $25 and costs.
C.
Specification for traffic signal equipment. In an
effort to standardize equipment and to provide compatibility with
the existing closed-loop traffic signal system, the following specifications
must be followed for the installation of new traffic signals or modification
of existing traffic signals in Limerick Township:

(1)
Only PEEK M3005E Masters, PEEK 3925E (TS-2, Type 2)
Controller Units and PEEK 8311A Double Diamond Conflict Monitor Units,
as manufactured by Quixote Traffic Corporation, shall be provided.
(2)
When installed in a closed-loop multi-arterial traffic
system (CLMATS), communications between the master controller and
the local controllers will be maintained via a fiber optic (single
mode) infrastructure. External modems shall be utilized at all locations
where communications is to be established and shall interface through
an auxiliary RS232C port on the master and/or local units. Communications
between each master and the central computer will be established as
directed (i.e., direct connect, fiber or dial-up). Dial-up shall be
provided utilizing PEEK LPM-33-E modems. Unless otherwise noted, communications
throughout the system shall be established at 19.2k baud.
(3)
A GPS time source shall be provided at each master
and at each isolated (not interconnected via fiber) local to maintain
clock accuracy for time-of-day and coordination purposes. The time
source shall receive signals from the GPS satellite network and interface
to masters and isolated locals through the auxiliary "D" module. The
GPS time source shall provide a momentary closure, programmable to
any hour of the day, to the external clock reset input of the units.
The GPS time source shall automatically adjust for DST changes.
(4)
For intersections that are not to be incorporated
into the closed-loop system, the external fiber optic modem shall
not be provided, and a standard NEMA Type 12 Conflict Monitor Unit
may be substituted for the PEEK 8311A Double Diamond Conflict Monitor
Unit.
(5)
All controller assemblies shall be equipped with an
eight-phase load bay panel (either 12 or 16 position) capable of providing
the required sequence of operation. The cabinet enclosures shall be
a Dudlik (or equal) base-mounted (Type 1) NEMA 3R enclosures and sized
(55 inches by 44 inches by 26 inches with eighteen-inch riser base
and shelves) to adequately house the full complement of the above
equipment.
(6)
Vehicle detection shall be provided through a sixteen-channel
detector rack with power supply capable of accommodating up to eight
two-channel Model 222 or equal rack mount detector cards.
(7)
All pedestrian inputs shall be mechanically isolated
through a 12VAC interface. As a minimum, two isolation circuits shall
be provided.
(8)
Traffic signal supports shall be mastarms.
(9)
A minimum of two luminaires per intersection shall
be installed on the mastarms and shall be 250 watt HPS. Wiring for
the luminaries shall be installed in a separate two-inch conduit system
specifically for that purpose and will be protected by circuit breakers
that are also separate from the traffic signal system.
(10)
Optical preemption shall be provided for each
approach identified at the intersection. Detectors will be positioned
to achieve the proper distance for activation and control of the intersection.
Optical preemption shall be Opticom as formerly manufactured by 3M
Corporation.
(11)
Uninterruptible power supply shall be included
to provide for emergency power when the utility power is outside the
equipment operating range as described by NEMA. The UPS shall provide
six hours of operation for a computed load of 250 watts at 72°
F. (four hours at 30° F.). A parallel battery configuration shall
be utilized so that a failure of any one battery does not render the
system inoperable. The UPS battery backup unit shall be a signal sense
traffic UPS as manufactured by Sense Products LLC.
(12)
All vehicular and pedestrian signal heads shall
be LED (light-emitting diode) as manufactured by GE Lumination (formerly
GELcore) and shall meet all current ITE specifications and requirements.
(13)
All overhead street name signs shall be LED
internally illuminated as manufactured by GE Lumination (formerly
GELcore) and shall be equipped with a photocell.
(14)
Conduit runs will be sized for future use. All
conduit street crossing will be a minimum of one-inch to three-inch
conduit. Controllers should be located at the intersection of conduit
runs and not at the end of a conduit loop. Each controller foundation,
or pole foundation if the controller is pole mounted, will have the
equivalent of two-inch to three-inch conduits entering it from an
adjacent junction box. All loops will terminate in junction boxes,
and there will be at least one junction box on each corner.
(15)
All equipment shall conform to PennDOT Specifications,
Publication 408, and installation shall conform to PennDot Traffic
Standards-Signals, TC-7800 Series and Standards for Roadway Construction,
RC-Series.
(16)
Traffic signal permit plans for new construction
or modifications must be submitted to the Limerick Township Traffic
Engineer for review and approval.
(17)
Traffic signal construction plans for new construction
or modifications must be submitted to the Limerick Township Traffic
Engineer for review and approval.
(18)
All review letters from the Limerick Township
Traffic Engineer shall be submitted to PennDOT for consideration in
its review of the traffic signal permit plan.
(19)
Shop drawings and catalog cuts shall be submitted
to the Limerick Township Traffic Engineer for review and approval
prior to construction.
(20)
The Limerick Township Traffic Engineer shall
be notified no less than 30 days prior to the start of traffic signal
construction and/or modifications.

After the review and approval of traffic signal
permit and construction plans, the Limerick Township Traffic Engineer
shall perform inspection duties for the construction of the traffic
signal.

are prohibited from making a right turn (or a left turn from a one-way

intersections, and official stop signs shall be erected (or are ratified
if previously erected) in such a position as to face traffic approaching
the second-named street (the intersecting or through street) on the
first-named street (the stop street) in the direction or directions
indicated for that intersection. Every driver of a vehicle approaching
the intersection on the first-named or stop street in the direction
indicated in each case shall stop the vehicle as required by Section
3323(b) of the Vehicle Code[1] and shall not proceed into or across the second-named
or intersecting or through street until he has followed all applicable
requirements of that section of the law.

shall, upon conviction, be sentenced to pay a fine of $25 and costs.
A.
The following intersections are established as yield
intersections, and official yield signs shall be erected (or are ratified
if previously erected) in such a position as to face traffic approaching
the second-named street (the through street) on the first-named street
(the yield street) in the direction or directions indicated for that
intersection. Every driver of a vehicle approaching the intersection
on the first-named or yield street in the direction indicated in each
case shall slow down or stop the vehicle as required by Section 3323(c)
of the Vehicle Code[1] and then yield the right-of-way as required by that subsection
of the Vehicle Code.

B.
It shall be unlawful for any person to operate a snowmobile
on any highway, street or road in the Township other than as provided
above, provided that nothing in this section shall prohibit any person
from operating a snowmobile on any other street in the Township as
authorized by Section 7721 of the Vehicle Code[1] for emergency and bridge crossings and for direct crossing
of streets or two-lane highways or for special snowmobile events where
authorized in advance and where the street is blocked off as provided
in Section 7723 of the Vehicle Code.[2] Any person who violates any provision of this section
shall be subject to the penalties prescribed in Section 7752(a) of
the Vehicle Code.[3]
