A. 
The Park and Recreation Committee of the Borough of Woodcliff Lake has studied the use and operation of the Borough parks and has recommended that the Borough parks be closed during nighttime hours to discourage misuse of those parks, including loitering, littering, vandalism and other nuisances.
B. 
The Mayor and Council of the Borough have reviewed the recommendation of the Park and Recreation Commission and have studied the use of the Borough parks during nighttime.
C. 
The Mayor and Council have determined that it would be in the best interests of the Borough residents to close Borough parks between the hours of 11:00 p.m. and 6:00 a.m.
D. 
The foregoing recitals are incorporated herein as findings of the Mayor and Council.
Public parks within the Borough (which shall include the Old Mill and other municipally controlled fields) shall be open for use between 6:00 a.m. and 11:00 p.m. only; provided, however, that for programs or events sponsored or approved by the Borough or for which a Borough permit has been issued, said hours of operation may be extended during any such program or event and for a period of 30 minutes following the conclusion of such program or event. Signs stating park hours shall be posted prominently at Old Mill Park.
Any person, firm or corporation violating any provision of this article shall be fined not less than $25 nor more than $500 for each offense, in the discretion of the judge, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
