It shall be unlawful for any person to use, at any time except during free periods, the Borough park facilities unless and until such person shall have first secured from the issuing authority, being the governing body of the Borough of Woodcliff Lake or its duly authorized agent, a permit in a form and displayed in a manner prescribed in regulations established by the Borough evidencing such person's privilege upon payment of a fee.
Application and payment shall be made to the Woodcliff Lake Borough Clerk at the municipal offices.
The application by a person desiring to use the facilities being the subject matter of this article shall be in a form prepared by the municipality as may from time to time be determined by resolution of the governing body. Said form shall minimally state the name and address of the applicant, all parties responsible for the conduct of participants at the facilities, the nature of the use intended, the frequency of the use intended by the applicant, the day and time the use is intended, the number of participants in the event applied for, the number of spectators contemplated to view the event and the age group of the participants.
Each person to whom a permit has been issued shall display such permit conspicuously at the sporting event for which it has been issued.
The time for making application shall be specified in the rules and regulations as may be from time to time adopted by the governing body.
The governing body shall award the issuance of permits in accordance with the standards to be adopted by resolution from time to time, without regard to race, creed, national origin or residency.
The permit issued pursuant to this article shall remain in effect during the period specified thereon.
Fees shall be required as are necessary to maintain and repair the facilities being the subject of this article and shall be established and reestablished by resolution of the governing body.
Fees shall not be apportioned or refunded based on expired or unexpired portions of the term for which a permit has been issued.
The governing body reserves the right to promulgate, from time to time by resolution, rules and regulations pertaining to the maintenance, operation and use of the facilities and the conduct of the permittees, which rules and regulations, as the same may from time to time be amended and supplemented, shall be made available upon request through the municipal offices.
A. 
Any person who shall violate the provisions of §§ 240-18 through 240-26 of this article shall be subject to a fine of not more than $100 for the first offense and $200 for each succeeding offense or violation.
B. 
Any person who shall violate any other provision of this article or the rules and regulations promulgated pursuant to the terms of this article shall be subject to suspension of the permit for a period of one year from the date of conviction of violation thereof.
The Municipal Court shall have jurisdiction to impose sanctions for violations of this article.
