100.0 Title: These regulations
shall be known as the "Building Code of the Borough of Steelton,"
hereinafter referred to as "this code."

501.2 Fire limits: The fire limits
shall comprise the areas containing congested business, commercial,
manufacturing and industrial uses or in which such uses are developing.
The limits of such areas shall be as follows: "That area within the
boundaries described starting at a point located at the intersection
of Second and Adams Streets; thence southeast along Second Street
to Chestnut Street; thence southwest along Chestnut Street and Chestnut
Street extended to the canal, formerly the Pennsylvania Canal; thence
northwest along the canal or line of the canal, formerly the Pennsylvania
Canal to Adams Street; thence northwest along Adams Street to Second
Street, the point and place of beginning."

627.4 Locations: The pool must
be located within a side or rear yard and may be located no closer
than six feet to any property line of the property on which it is
located; provided, however, that to the extent a property line includes
a street right-of-way or cartway within the lot, no portion of the
structure of the pool shall encroach on said cartway or improved right-of-way;
to the extent such right-of-way is not improved, no portion of the
aforesaid pool structure may encroach upon said nonimproved right-of-way
without the specific written permission of the Borough Council of
the Borough of Steelton.

629.1 Applicability: The provisions
of this section shall apply to all buildings of the Group B when five
or more stories in height and Use Group R-1 and R-2 when four or more
stories in height.
|
809.4 Emergency escape: Every sleeping
room below the fourth story in buildings of Use Group R shall have
at least one operable window or exterior door approved for emergency
egress or rescue. The units must be operable from the inside opening
without the use of separate tools. Where windows are provided as a
means of egress or rescue, they shall have a sill height not more
than 44 inches (1,118 millimeters) above the floor. All egress or
rescue windows from sleeping rooms must have a minimum net clear opening
of 5.7 square feet (0.53 square meters). The minimum net clear opening
height dimension shall be 22 inches (558 millimeters).

Bars, grills or screens placed over emergency
escape windows shall be releasable or removable from the inside without
the use of a key, tool or excessive force.

Exceptions

Grade floor windows may have a minimum net clear
opening of five square feet (0.47 square meters).

In buildings of Use Group R-3, where the sleeping
room is provided with a door to a corridor having access to two remote
exits in opposite directions, then an outside window or an exterior
door for emergency escape from each such sleeping room is not required.

812.5.4 Panic hardware: All exit
doors equipped with latching devices in buildings of Use Groups A,
B, F and I-2 and Use Groups R-1 and R-2 with an occupancy load greater
than 50 or three stories or more in height shall be equipped with
approved panic hardware. Acceptable panic hardware will be a door-latching
assembly incorporating a device which causes the door latch to release
and the leaf to open when a force of 15 pounds (66.68 newtons) is
applied in the direction of egress to a bar or panel, the activating
portion of which extends not less than 1/2 the width of the door leaf,
and applied at a height greater than 30 inches (762 millimeters) but
less than 44 inches (1,118 millimeters) above the floor. The force
shall be applied at the lock side of the door or 30 inches (762 millimeters)
from the hinged side, whichever is farther from the hinge.

823.1 Location: In all buildings
having an occupant load of 10 or more, all required means of egress
shall be indicated with approved internally illuminated signs reading
"exit," visible from the exit access and, when necessary, supplemented
by directional signs in the access corridors indicating the direction
and way of egress. All exit signs shall be located at exit doors or
exit access areas, so as to be readily visible.

824.4.2 Use Group B: In all buildings
of Use Group B containing more than 50 occupants or three or more
stories in height.

824.4.3 Use Group M: In all buildings
of Use Group M when greater than 2,000 square feet in area on any
floor, or where having one or more floors above grade floor.

824.4.3 Use Group R-1: In buildings
of Use Group R-1 containing more than 25 sleeping rooms or three or
more stories in height.

824.4.5 Use Group R-2: In all buildings
of Use Group R-2 containing more than 50 occupants or three or more
stories in height.

824.4.6 Windowless buildings: In
all windowless buildings or portions thereof, except buildings of
Use Group R-3.
|
1225.9.1 Asphalt shingle applications: Not more than one overlay of asphalt shingles shall be applied over
an existing asphalt shingle roof. Asphalt shingles shall not be applied
over wood shakes.

1702.4 Use Group A-3: In building
or structures or portions thereof of Use Group A-3 when more than
8,000 square feet in area.

1702.8 Use Groups M, S-1 and F: In all buildings or structures of Use Group M, S-1 and F:

When more than 8,000 square feet in area;

2.

When more than 16,000 square feet in total area
on all floors; or
|
3.

When more than two stories in height.

1711.2.1 Use Group A-1, A-2 or A-3: In buildings two or more stories in height of Use Group A-1, A-2
or A-3 with an occupant load of more than 150.

1711.2.2 Three stories: In buildings
three stories in height when:

Of Use Group B, F, M, or S-1 more than 1,500
square feet in area per floor;

2.

Of Use Group A, I, R-1 or R-2; or
|
3.
|
Of any use group more than 5,000 square feet
in area per floor.

1716.3.3 Use Group B or R-2: In
all buildings of Use Group B when five or more stories in height,
Use Group R-2 when four or more stories in height.

1717.3.4 Use Group R-2: In all
buildings of Use Group R-2 when three or more stories in height.

1807.2.1 Deep excavations: Whenever
an excavation is made to a depth of more than three feet (914 millimeters)
below the established curb, the person who causes such excavation
to be made, if afforded the necessary license to enter the adjoining
premises, shall preserve and protect from injury at all times and
at his own expense such adjoining structure or premises which may
be affected by the excavation. If the necessary license is not afforded,
it shall then be the duty of the owner of the adjoining premises to
make his building or structure safe by installing proper underpinning
or foundations or otherwise. Such owner, if it be necessary for the
prosecution of his work, shall be granted the necessary license to
enter the premises where the excavation or demolition is contemplated.
