This chapter is passed to provide for the uniform and equitable distribution of the tax levies of the Borough of Steelton upon the inhabitants of the aforesaid Borough of Steelton and to promote the health, safety, morals and general welfare of the inhabitants of the aforesaid Borough of Steelton.
The following words or phrases when used in this chapter shall have the meanings ascribed to them in this section:
BUSINESS UNIT
A parcel of real estate, with or without improvements located thereon, utilized by any person or persons for any commercial motive or purpose.
DWELLING UNIT
One or more rooms used for living and sleeping purposes, arranged for occupancy by one family or by one person.
LANDLORD
A person who holds the legal or equitable title to any parcel of real estate located in the Borough of Steelton or who holds the equitable or legal title to any improvements on real estate or any building located in the Borough of Steelton.
PERSON
Includes any individual, partnership, association, firm or corporation.
TENANT
A person who has the use, either by himself or with others, of a dwelling unit or a business unit owned by a person other than himself.
After the effective date of this chapter and within 30 days from the passage thereof, each landlord shall report to the Secretary of the Borough of Steelton, on a report form to be supplied by the aforesaid Secretary, the following information:
A. 
A list of the dwelling units and business units owned by the landlord, located within the Borough limits, whether occupied or not occupied.
B. 
The address of each dwelling unit and business unit.
C. 
A brief description of each dwelling unit and business unit.
D. 
The names of the tenant or tenants utilizing the aforementioned dwelling unit or business unit, if any.
E. 
Whether or not said dwelling unit or business unit is inhabited or utilized by tenants.
A. 
After the effective date of this chapter, any person who acquires the legal or equitable title to any parcel of real estate or to any improvement on real estate or any building located in the Borough of Steelton, by agreement of sale, by deed or by any other means, shall, within 30 days thereafter, report to the Secretary of the aforesaid Borough the information and data set forth in § 84-3 above, and on the forms to be provided by the Secretary of the Borough of Steelton.
B. 
Each person making a report as required above shall pay an administrative filing fee of $5 to the Borough of Steelton at the time of filing of each required report.

After the effective date of this chapter, each and every landlord owning property within the Borough of Steelton shall report to the Secretary of the Borough of Steelton, on a form provided by the Secretary of the Borough of Steelton, on February 27, annually, and thereafter when it occurs, any change in the use or occupancy of any dwelling unit or business unit owned by the aforesaid landlord. Such reported change shall include the name or names of new tenants of such dwelling unit or business unit and shall include the date when such change was effected. In case of a landlord who is an owner of a hotel, inn or boardinghouse, such landlord shall not be required to report a person as a tenant until that person has resided in such landlord's establishment for a period of 60 days, except that all tenants shall be reported on February 27, annually. In such event that a dwelling unit or business unit was used or utilized by a tenant and then becomes vacant, this change shall also be reported to the Secretary. All reports required by this section shall be made within 10 days after a landlord has knowledge that such a unit has become vacant.
The Secretary of the Borough of Steelton, under the authority of this chapter, shall have the following duties:[1]
A. 
To maintain on file in the Borough offices the names of the landlords owning dwelling units and business units in the aforesaid Borough of Steelton, said list to include the names of the current tenants of said dwelling units and business units.
B. 
To maintain a supply of forms for landlords to use in making reports to the Secretary of the Borough of Steelton, as required by §§ 84-3, 84-4 and 84-5.
C. 
To notify the Chief of Police and the Fire Chief of the Borough of Steelton of the address and description of any dwelling unit or business unit that is vacant, unoccupied and not in use.
D. 
To report to the proper officer of the Commonwealth of Pennsylvania or of the Borough of Steelton when a number of tenants in any dwelling unit or business unit exceeds the number of tenants or inhabitants permitted by any ordinance of the Borough of Steelton or by any law of the Commonwealth of Pennsylvania.
E. 
To notify the Code Enforcement of the Borough of Steelton when a landlord reports a change of use pursuant to § 84-5 of this chapter so that the Code Enforcement Office may schedule and make such inspections as may be provided by the codes and ordinances of the Borough.

Any landlord who violates any of the provisions of this chapter or who furnishes false information to the Borough or who uses a false name or address in any report required by this chapter shall, upon conviction thereof before any District Justice[1] of the Borough, be sentenced to pay a fine of not more than $300 and costs of prosecution and, in default of payment thereof, to suffer imprisonment in the Dauphin County jail for not more than 30 days.
